In Kentucky a tax amendment’to the State constitution
is soon to be submitted to the-voters, and a committee has
been appointed to conduct a campaign of education with car_ toons, which are to be mailed to every voter in the State.
The cartoons are to be supplementary to printed arguments,
which they will illustrate and emphasize. Each illustrates
the disadvantages under which the State labors through the
present statutes covering local taxation. One shows the
State as s little boy standing among larger boys, his stunted
growth being due to the tax system. Another shows the
State inviting capital to take a seat which contains numerous sharp tacks. .
Heretofore political cartooning has been mainly of a
personal or partisan character in which caricature largely
figured, but the Kentucky idea is something of a departure.
It will omit the broad humor and personal satires that constitute the most salient features of the ordinary cartoon.
Being intended to enforce a solid, economic argument, it will
be divested of any .appeal to partisan or personal prejudices.
Whether such cartoons will be effective will depend largely
upon the artistic merit and the manner in which the subjects
are handled. Too many political cartoons are mere vulgar
travesties of personal peculiarities, Others as grotestquely
caricature the principles and projects they deride as they do
the personages held up fo ridicule. Nevertheless they have
a force, because they carry an impression that. strikes into
the dullest understanding. If cartooning can be made to
Serve a higher and nobler purpose than merely ridiculing
men and measures, it will add to intellectual development
and a broader appreciation of the capabilities of popular art.

N an interesting article recent ly issued for publication by
I the California Promotion Committee, some carefully
compiled statistics are given showing where the Calinians hail from who were not born in the Golden West. New
York heads the list in its contribution to California with
54,588 natives, while Illinois is second with 42,304. Other
States which have contributed largely are as follows: Mis-—
souri, 35,075; Ohio, 34,860; Iowa, 26,739; Pennsylvania, 25,283; Massachusetts, 19,918; Indiana, 19,383; Maine, 14,732;
Michigan, 14,592; Wisconsin, 13,826; Kansas, 13,266; Oregon, 11,127; Kentucky, 9988; Vermont, 58509; New Jersey,
5314; Connecticut, 4751; New Hampshire, 3767; Minnesota,
7520; Nebraska, 7170; Louisiana, 7195; Washington, 4030.
Contributions from other States are close to or under the
3000 mark. There are altogether 367,240 natives of other
States in California. In Opposition to these figures, it is very
interesting to note that there are only 70,063 natives of California living in other States, and there are 1,117,813 natives
in Californa. Very few native Californians go to the far
East, the bulk of the emigration being to the South and to
nearby States. Thus, there are only 4549 natives of California in New York State as against 3185 in Nevada and
5099 in Arizona. }
For every native-born Californian who has gone to New

mining strike, were called to arms late last night. , Unknown

of the other States and the number of their natives who have
become residents of California. There are more than 14,000
natives of Maine in this State, and the accession of population from Maine is proving cumulative.
