necessary land to enable the Government to construct its contemplated
works for the. ‘betterment of the Yaba
river. Asan outcome & committee has
‘. been appointed for this purpose, cor.
sisting of A. C. Bingham, W. H. Parke
and Wallace Dinsmore. Twenty thousand dollars was appropriated by Gongress for the purpose of purchasing
the land. The works are under the
supervision ‘of the California Debris
Commission. The Commissioners have
written to the severalland owners, asking a price at which they are willing to

but a great many land owners have not
replied. The Committee of the Chamswers from the parties who are holding
back. They have received from the
Commission a map and report showing .
what lands are wanted,’ what the lands
are assessed for, and what prices have
been submitted. TheCommittee confess that it seemed to them at first sight
that the distribution of this $20,000.00
would prove a windfall to some of the
land owners. But ean examination of
the figures gives a different aspect to
the matter. The works are very much
desired by the whole community, and
great benefit, directly and indirectly, is
to be expected from: the construction
of the proposed works. To Marysville
and all lands endangered by the river,
the proposed works are of peculiar interest. Toreap the greatest benefit,
the works should be constructed at
once. But before this can be done the
may be that the Government wouid
find it to its advantage to institute
suits for condemnation. But this would
consume an indefinite time, and great
damage to the community, might result meanwhile. ‘The outcome: of the
suits would of course give the land to
the government-at a price approximating its assessed. valuation. But the
by reason of the delay jn condemmation proceedings. It, istheir desire
that the purchases should be made at

Yet the trouble arises that the prices
asked would eat up the whole fand —
