California. at its thirtieth session, nning on the second day of January, A. D. 1898,
two-thirds of all the members elected to each
of the houses of said Legislature voting in fa‘yor thereof, proposed the followmg-described
amendments t; the Constitution of the State of
California, to-wit: i
Amendmient Number One.
ASSEMBLY CuNSTITUTIONAL AMENDMENT No. 8.
Aresolution to propose to the people of the
State of California an amendment to the
Const tution of the State, amending section
vone of article two thereof, relative to the
right of suffrage.
Section 1. Every natiye male citizen of
the United States, every male person who shall
have acquired the rights of citizenship under
or by virtue of the Treaty of Queretaro, and eyery male saturalized citizen thereof, who shall
haye become such ninety days prior to any
election, of the age of twenty-one years, whe
shall have been resident of the State one year
next preceding the election, and of the county
in which he claims his vote ninety days, and
in the election precinct thirty days, sha Ibe entitled to vote at all elections which are now or
may hereafter be guthorized by law; PROVIDED,
no na ive of China, no idiot; no insane person,
no person convicted of any infamous crime,
_. no person_hereafter convicted of the embezzle-_
ment or misappropriation of public money, and
no person who shall not be able te read the Constitution in the English languege and write his
name, shall ever exercise the privileges of an
elector in this State; provipED, that the provisions of this amendment relative to an educational qualification shall not apply to any person prevented by a physical disability from
. complying with its requis tions, nor to any person who now has the right to vote, nor a y person who shall be sixty years of age and 2
wards at the time this amendment shall take

SENATE CONSTITUTIONAL AMENDMENT No. 14.
A resolution. proposing to the people of the
Stace of California sn amendment to section
three of article eleven of the Constitution
of the State of California, relating to the
formation of new counties,
Section 3. The Legislature, by genera’ and
uniform laws, may provide fur the formatidn
of new counties; PROVIDED, HOWRVER, that no
new county shall be established which shall
reduce a.y county toa population of less than
eight thousand; nor-shall a new county be
formed containing alery population than five
thousand; nor shall any line thereof pass withiu five miles of the county seat of any one
proposed to be divided. Every county whic
shall be enlarged or created from territor
taken from any other county or counties, shall

debts and iiabilities of the county or counties

ASSEMBLY CONSTITUTIONAL AMENDMENT No. $1,
A resolution to propose to the peaple of the
Stat’ of California an ameudment to section
seven (7) of article nine (1X) of the Constitution of the State of Catifornia, by increasing the number of menibers constituting
the State Board of Education, by addin
thereto the President and Professor of Ped
agogics of the University of California.
Section 7. The Governor, the Superintendent
of Public Instructi.n, the President of the University of Culiforuia, and the Professor of Pedogy therein, and the principals of the State
Normal Schools, shall constitute the State Board
of Education, and sha!) compile, or caused to
be compiled, and adopt, a uniform series of
text-books for use in the common schools
throughout the State. The State may
cause such text books, when adopted, to be
printed by the Superintendent of Printing,
. years; and said State Board shal:

SENATE CONSTITUTIONAL AMENDMENT NO. 20,
An Act to submit to the people of the Siate of
California an amendment to section twentythree of article four of the Constitution of
the St te of California.
Section 23. The members of the Legislature
shall receive, in full_payment for their services
the sum of one thousand. ($1,000) dollars, an
mileage hot to exceed ten cents per mile, and
for contingent expenses not to exceed twentyfive dollarv, for each session, to be paid out of
the public treasury. Noincrease in compensation or mileage shall take effect: during the
term for which the members of either house
shail have been elected, and the pay of no attache shall be increased after he is elected or
appointed.
NOW, THEREFORE, Pursian' to the provisions of the Constitution, apd un Act of tre Legisluture entitled “‘An Act to provide for the submission of proposed amendments to the Constitution of the State of Califurnia to the ‘qua)ified electors for their approval,” approved
March 7; A. D., 1883, viz.: :
“Section I. Whenever the Legislature shall
propose any amendment or amendments to the
“COnstit_tion of this State, which amendment or
amendments shail have been passed in the
manner and form required by section one of
ego eighteen of the Constitution, and no
other mode is prov'ded b; law for the submission ofsuch amendment-or amendments to the
people for their approval, it’ shall be the duty
of the Governor to advertise such proposed
amendment on-amendmients in at least f ur
newspapers of general circulation in this State,
for three months next preceding the next general election. One of said newspapers must be
published.at the city of Sacramento; and two
at the city of San Francisco; and in issuing his
proclamation for ap élection at which any
amendment or amendments to.the Corstitution
are.to be veted upon, he shall incluae such
amendmeut or amendments therein, and he
shall desiznate them by numbers, ‘in the «rder
in which they have been proposed.”
The said amendments are submitted to be sé
arately voted upon by ballet by the qualified
electors of the State, on
Tuesday November 6th, A.D, 1894.

electricity for telephone and telegraph purin in and upon the streets, alleys and pubic highways in the city of Nevada, and to exercise the privilege of operating telephones
within the said city, for a term of twenty-five
(25) ye rs; and
WHEREAS, It is proposed to grant the same to
the highest bidder, in the manner prescribed
by law.
Now, THEREFORE, BE IT RESOLVED, That the
City Clerk be and he is hereby. insiructed to advertise in the DAILY TRANSCRIPT, a newspaper
ublishéd in the city of Nevada, State of Caliornia; for ten (10) consecutive days, the following notice of intention to award « Franchise
granting the uforesaid privileges to the brighest
bidder; in the following words, to-wit:

stretched upon poles or other fixtures above
ground in a workmanlike and roper Manner;
said poles shall be erected” at the edge of the
sidewalks in said City in a good and substantial
manner and shall be painted. Said Srantee and
its assigns shall cause a wire to be placed in the
Cig Hall of said City with a roper receiver
and transmitter, which they shall keep in good
condition and which shall be open to use of the
City Marcha), or other City Officers at all times,
for police or fire alarm purposes, free of charge.

City Road and Street Poll Tax for the year
1894 and 18965.
HE BOARD OF TRUSTEES OF THE OITY
of Nevadado ordain -as follows:
Section 1. That.a City Road and Street Poll
Tax of Three Dollars is hereby levied, for the
fiscal year 1894-1895, upon each male inhabitants
of the City of Nevada, over the age of 21 years
aod under 50 years, for City Road ond Street
purposes, which saidPol Tax shall become
first day of July, 1894, in the manier provide
by law for the collection of ‘School Poll Taxes,
Section 2, The City Marshal of said City of
Nevada is hereby;made collector of said tax, and
shall cullect the same in the manner provided
by law, and upon the neglect or refusal of any
person liable therefor to’ pay said tax, after de-Mnand, said Marshal must collect the same by
seizure and sale of any perso.al property owned:
by such person. Said sale may be made after:
three hours verbal notice of time and place, and
the provisions of Sections 3791, 8793, 3794, 3796, .
and $796 of the Political Code of California ah

Section 3. The City Marshal must make am
sworn report to the City Board of Trustees of*
the total amount of. said poll taxes collected by:
hint during the preceding month, and. must pay
the same, less the amount of hig percentage for
collection, to the City Treasurer at the same

Section 4. The City Marshal shall be allowed
fifteen per cent of all su h poll taxes collected
by him for said fiscal year, for making such collections.
