Notice of the said special election shall be published for not less than two weeks prior to said day of election, and after the final publication of this Ordinance as hereinafter provided in at least one of the newspapera published in said City of Nevada, in accordance with the terms of the statute in such cases made and provided: Section 9. The ballots which shall be used at the said specialelection shall be of the same character and formas those ballota used at other municipal elections in the said City of Nevada, except as otherwise provided herein. Each of said ballots shall have printed thereon the following heading, to wit: ‘Municipal Ticket,"’ underneath which shall be printed the number of the precinctin which such ballot is to bevoted underneath which shail be printed the following words to wit: ‘Proposition for incurring an indebtedness by the City of Nevada to the aggregate amount of 960,000 for the acquimtion of reservoirs, lands, rights of way, water rights, and all other things and rights whatscever necessary for constructing and completing said water works, and constructing and completing the same,as set forth in Ordinance No. 128. Underneath this, shall be printed the following : “To vote for or against incurring said indebtedness stamp a cross (X) to the right of and against the answer which you desire to give.” Underneath which shall be printed in one line the following: For incurring the indebtedneas,’”’ to the right of which shall be printed in one square the word “Yes’’ with » blank square to the right thereof, and immediately belo the same, in one line, the following: ‘For tnourring the indebtedness,” to the right of which shall be printed, in one square, the word ‘‘No,” with a blank square to the right thereof. Every voter desiring to vote in favor of the proposition of incurring the said indebtedness shall, in voting, stamp a cross (X) in the blank square to the right of the word “Yes,” printed upon his ballotasa aforesaid; and every voter desiring to vote against seid proposition shall, ip voting, * stamp a cross 4X) in the blank square.to the right of the word “No,” printed upon hia baliot as aforesaid, : Section 10. The election precincta and the numbers and boundaries thereof shall be the same as those heretofore established, created and designated by the Board of Trustees of the said City of Nevada, and now existing therein, The places of ner hereinafter fixed and prescribed, at which voters of said City of Neyada to be voted upon at said special election as hereinafter provided, ‘the proposition of incurring an indebtedness by said City of Nerights and things whatsoever necessary for the construction and completion of public water . works for the said City of Nevada and con Section 2, The objects and purposes’ for which the said indebtednes#is proposed to be incurred are as follows ; The acquisition by the sald City of Nevada of reservoirs, rights of way, lands and all other rights and thinga whatsoever, necessa ry for constructing and eompleting public water worka for said City and its inhabitants, and to establish, complete and thoroughly equip ™ avatem of public works therein with reservoirs, pipes, mains, laterals, and whatsoever things shall be necessary therefor to supply said City and its inhabitants with an adequate’ supply of wholesome water. Section 8, The estimated cost of the acquisition and construction of sald reservoirs, lands, rights of way, water rights, and other rights and things whatsoever neceasary therefor, ani of the whole of said poblic improvements is as follows, towit : the sum of $60,000, Section: 4 and things whatsxever required for congtructing and completing sald public water works following reasons, to-wit First ast past has been utterly impossible to obtair charged therefor being exorbitant. Second; Because the present system of wate only source of supply now and for many year mains and Isterals are corroded aud clogge with rust, and do not extend to all parts of th City or supply all the inhabitants thereof wit water. ‘ Third: etc., there is a wholly inadequate supply and {neufficiency of pressure of waterfor the needs and requirements of said City, and that by no means, other than the acquisition of.the aforesaid property, right and things, and the construction and completion of said public water works, as hereinbefore set forth can said City and its inhabitanta be properly supplied. That the public interest and necessities of the City } of Nevada and its inbabitants demand the acquisition, construction and completion of such public water works. Section 5. Phat the cost of the acquisition of said property rights, and things, end of the conatruction-and completion of said reservoirs, is and will be too great to be paid out of the ordinary annual income and revenu€ of said City of Nevada, and that it is necessary to incuran indebtedness by said City in the aggregate sum of $60,000.00, and to issue bonds of the said City to that amount to pay the cost thereof, Section 6, The acquisition of said lands, reservoirs, rights of way, water rights and all other rights and the said construction and completion of sid water works as aforesaid are necessary to the City of Nevada an@ its inhabitants for the Becanse it now is, and for many years an adequate supply of pure, wholesome water forthe use of said City and its inhabitants for any fair, or reasonable sum of money, the price works owned by Mrs. E. C. Ag s00n 38 the polls are closed in each of said precincts the Judges of election shall canvase the yoteh cast in their respective precincte for and :gainst incurring the indebtedness aforesaid, as hearly as practicable, in the manner provided by law for canvassing votes for municipal officers elected at elections held in the City of Nevada, The returns for the said precincts , i shall be made out and signed in the usual form iy the officers of election for said precincts respectively, and shall be forthwith deposited witn the Clerk of the Board of Trustees of said jity of Nevada, together with the ballots cast it wald special electi in said precincts re1} spectively.
