The Grass Valley City Trustees met last night to consider tenders for an electric road within the city limits. There was but one bid, that of D. M. Ryan, J. B. Mallon and Frank Golden, who offered $5 for, the franchise and accompanied their bid with ‘a certified check for $100 as an evidence -of good faith, says the Union. It is understood that_the gentlemen ‘to whom the franchise was granted will build an electric railroad from Nevada City to Grass Valley and through the principal streets of each city. According to the terms.of the franchise work on the proposed road must be commenced within six months from September 1, 1894, and be carried on to completion with reasonable diligence, and the railroad must be vompleted in two years from date under penalty of forfeiture of the franchise, The following is the proposed route of the street railroad in the city of Grass Valley: Beginning at a point where the road or street leading from Grass Valley to the Maryland mine crosses the eastern boundary of said city and running thence west— ward down Main street to Church street, thence down Neal street to Mill street, thence southward down the entire length of Mill street to the southern boundary of the city of Grass Valley. eee.POLITICAL NOTES. What They Are Saying and Doing in Grass Valley. The Tidings says: The. ‘‘political pot” has commenced to boil in this city and the various candidates are ‘now hard at work dcing some fine ‘‘wire pulling.’’ There promises to be some lively contests in the Republican convention next Saturday, and these, too, will be over some of the offices where the least opposition was expected. One of the contests, it is said, will be over the nomination for Asseblyman. R, I. Thomas was thought to have a walk-over for this nomination, but it is now announced that he will be opposed by a well known and extremely popular mining man of this city. The fight promises to be a hot one. There also promises to be a lively contest for the same office in the Democratic County Convention. The State Board of Equalization has raised the assessment of San Francisco for State purposes 15 per cent, thereby adding $48.750,000 to the assessment roll. The Board has, no doubt, dealt fairly with the metropolis in so doing, according to. the showing which the latter's representatives made when they responded to the summons To illustrate, lists of property in San Francisco were shown to the Board which had been mortgaged to banks which are not allowed by law to take risks amounting to more than 60 per cent of the value of-the property pledged, with the figures on the assessment roll offset by the mortgages taken on them since June Ist. The amount of the mortgages in one list was $77,615; that of the assessment was $47,330. Another list showed: Mortgages, $173,446; assessment, $126,440. The law, of course, requires property to be assessed at its cash value, All of this mortgaged property would have to be taken for the mortgage. The debt-upon it was larger thanthe assessment. It was-proof positive, then, that the Assessor had not done his duty with the same degree of care-asthe~bank’s appraiser, These were fair famples of the manner in which assessments of metropolitan property were made. This showing led a few papers to advocate’a raise in the assessment of San Francisco of at least 30 per cent, and that city may consider, under the circumstances, that it, got off very luckily with only 15 per cent of,a raise, + —— + 20 + A Fine’ Singer. A Republican Board Has Reduced It to 49.3 This Year.A grand surprise has been given the taxpayers this year by the State Board of Equalization, and it is something that was little dreamed of by any one. Yesterday the Board fixed the tax levy at 49.3 cents. In view of the fact that the assessment rolls of most the counties showed large reductions in the valuation ‘of property, it was generally believed that the State tax would be at least 60 cents on the $100, if not considerably more. Besides this the large appropriations made for public buildings and other pablic works had to be met and it looked very much as though Governor Markham would find it utterly impossible to keep the rate down to the 5(-cent limit, as he promised he would endeavur to do; ". but im spite of all the adverse circumstances in the case, the Governor and the ‘State Board of Equalization have managed to, tix the tax rate ata lower figure than it has been in many years before. Last year it Governor Markham has conscientiously endeavored to advance the best interests of all the people at all times, and in the matter of taxes he has shown a_ determination to serve the people well and at the same time fulfill the promises made to them. He is certainly deserving of great oredit and entitled to the thanks he is sure to receive from the taxpayers generally. —————___1~@ee-—-—— Reat Faira never grows weak by baving to wait. The Derbec Company Will Give the Scheme a Fair Test. The boring machine which was recently taken to Bloomfield district hy the Derbec Mining Company to prospect for a new gravel channel, is at work on the company’s ground about a half mile from the hoisting works, A depth of over 200 feet has ‘een reached, but as yet no very encouraging prospects have been obtained. Considerable quicksarid has been encountered and this has interfered somewhat with the progress of the work, The boring is done by means of what is known as a churn drill, in the same manner that artesian wells are bored, The drill is six or seven inches in diameter, and lifts and drops instead of boring, as many suppose. A contrivance with amall buckets attached clears the hole as the drill advances. An iron casing is driven down inside the hole as the work progresses, to prevent caving and also to facilitate the working of the machine. will fail to find another channel, while othera believe that if they don't find it at the point where they are uow prospecting they may strike it elsewhere. Two stage lines have: been running between Marysville and Nevada City-during the past two months, and as a result of the competition that has sprung up the rates of passenger fares have been cut to pieces, Formerly it cost $3 to go by stage from here to Marysville; uow the charge ranges from 50 cents to $1.50, there being no regular price. Of course at this rate neither company can make anything out of the passenger traflic, and were it not for the mail contract and the express business along the route both would .tind it a losing game.
