Coustitution of the State, by adding a new section, to be known and designated as sec~ tion seven and one-half, artiele eleven thereof, providing for the framing by the inhabitants of counties, of local county government acts for their own government: follows: Section 7%. The inhabitants of any county may frame a county their own government, relating to‘ the matter. hereinafter specified, and, consistent with, and subject to, the Constitution and laws of this State, by causing a. board of fifteen freeholders, who have been, for at least five years, qualitied electors of such county; at any general or special: electioa, whose duty it shall be within ninety days a county government act for such county, which shall be signed in duplicate by the members of such board, or a maadority of the , and returned, one copy thereof to body of such county, and the other copy to be sent to the Recorder of Deeds of the act shall then be published in two papers of general circulation. in such county, “6r ff there be not two such papers, then in one tion it shall be submitted to the qualified electors of such county, ata general or special election, and if a majority of such qualified electors yOting thereon shall ratify the same, it shall thereafter be submitted to the Legislature for its rejection or approval, as a whole, without. power of alteration or amendment, nnd if approved by a. majority of the members elected to each house, it shall be the county. government act of such county, and shall in -uch case become the nic law thereef and supersede any existing county gore nays act,and all amendments thereof, and all special laws inconsistent with such county government act. .
