B. Chareh. The sacred concert given at the Methodist charch last evening was undoubtedly the finest ever given in this city, inasmuch as some of the local talent participated. Before the program was conand pride .in all municipal matters and has sought to give the same wise, judicious, progressive but economical administration of city affairs entrusted to him as in conducting his own private business affairs. which he has exhibited during he has been in office, as well won for him many compliments from hundreds of our taxpayers who have also had words of praise to bestow on the other members of the Board who have stood by and endorsed Mayor Chapman’s policy. The following subjoined report which has just been prepared and submitted is one of the best and most complete of any ever heretofore presented to the public, and the many wise suggestions offered by the Mayor will be found very interesting and will in all probability receive the endorsement of every conservative citizen. Sees Amonnt in Treasury Jaly 5, 1908, ee ee ry The expenses for which these expenditures were made were not all incurred during the term, and some expenditures which were incurred during the term are not incladed because of bills remaining out and warrants not being cashed, They necessarily go with the preceding and succeeding reports. By far the greater part of the expenditures have been made in permanent improvements of a progressive and modern charactar under the eneouragement of a popular sentiment, The new steel bridge crossing Deer creek on Pine street is an improve* ment consummated during the past six months which will mark an important historical event and which will always be an object of pride to this city. . Although it bas taxed the Treasnry heavily, and will cause it to be overdrawn for a few months, its usefulness will well repay for this inconvenience. _Oredit for the improvement is due toa preceding Board and a growing tendency of our people to encourage the expenditure of the public money on permanent and substantial class of work which will bea great saving to future treasuries and will forestall increase of taxation. I cannot commend too heartily the public epirit which makes it possible for the Board to accomplish improvements at atime when the Treasury is under its hardest strain. I cannot praise too much the liberal spirit of the property holders who are assisting in the street improvements to make our city modern, substantial and attractive. Oriticisms are to be expected, and there is room for just complaints against eome features of sny class of pavement. We will probably be annoyed, as is often remarked, by horses slipping more on the new pavements than on the old during the coldest spells, and perhaps by other faults which may develop; but a corresponding freedom from other annoyances in the same weather will partly compensate for this, and the new streets are acknowledged to be practically perfect during the remainder of the year. The municipal ownership of the water system is a resource which provides for most of the ranning expenses of the city and greatly lightens the burden of taxation. Of late, however, the profits from this source have been leseened by the improvidence of the water consumers, who do not appear ’ to realize that this is their chief source of retief from taxes. There are also some who do not appear to regard their debts to the public as urgent. They should be looked upon in the same light as tixes which are designed for the public needs. I would recommend that the citizene make a special effort to pay in all water bills during the next few months when the Treasury will be overdrawn. Those who do not share in taxation should always be most particular to pay promptly. I think it will be generally admitted that the city is well lighted. While the cost of lighting is not exthan thet of some other aities similarly situated, and efforts will be made to secure better rates. The sanitary condition of the city is one for the people to congratulate themeelves upon-.and no doubt the strict enforcement of quarantine regplations bas prevented a number of epidemics of disease from occurring. The general conduct of the city-has been orderly to a marked degree, which may be due to the efficiency of the mafshal’s office. The report which has just been pube lished by the outgoing chief of the fire department shows what fine protection the city slready enjoys. The excellent status of the fire department and the improvements which the board of fire delegates have under consideration indicates that the insure ance Gompanies should contemplate a revision of the exorbitant rates which prevail in the business part of the city. The future of Nevada: City appears to be promising. There is every reason to believe that the mining industry which has long been its main support will continue for an_indefinite period of time and when the State becomes thickly settled, hoticulture and manafecturing indastries are among its possibilities and probabilities. For over balf a century all the energies of our citizens have been exerted for the benefit of the state and country at large, and our own fatare has been overlooked. If we wish to keep the wealth and the citizens who now drift from us we must make the city attractive and fitted for those who seek pleasure and comfort. Oar educational advantages are of the best. The public school and the public library affaira are conducted by citizens of the highest standing and ability. Witb natare’s endowments, which have been so bounteous in this section we should be able not only to attract bat keep a good resident population and to entertain a goodly share of those who retreat from the beat and turmoil of the larger cities to take summer outings. Oar newspaper service cannot be excelled. The efforts of the press to encourage the board of trustees and the people should be highly appreeiated. By sueb co-operation much benefit can be derived for the city. The affairs of the city in general ere in good condition. The present board of trustees doubtless makes ite ehare of errors ; but it is always our endeavor to couduct the city’s affairs on good basiness principles, and to be fair and tolerant with the people. This excellent.concert was given as @ testithonial of the high regard in ‘. which the Rev. William Angwin is held by the members of his congregation. He is an earnest and able expounder of the Gospel, who is respected by all our people, regardless of creed. Lest night’s gathering plainly showed the high esteem in which he is held, aud gave unmistakable evidence that it is the desire of the members and friends of the church that he be returned byte conference. At the eleven o’clock service yesterday morning an_ interesting sermon was delivered by Rev. Thomas Nicholas of Yerington, Nevada, to a large congregation. In connection with the regular song service, Miss Bessie Morgan of this city rendered a beautiful Lald fo Rest. Tbe mortal remains of Mr. and Mrs. Frank Naake’s three-year-old son, who died. Friday evening of the terrible burns it received recently, was yesterday consigned to the tomb. The funeral services took place from the family residence on Long street, Rev. W. A. Rimer being the officiating clergyman. The pall bearers were all young men chosen from families who were near friends of the afflicted famlly and who had become attached to the pretty and innocent little child which has suddenly been taken from their midst, Personal Noles. Misses Anna M. and Emma J. Remm arrived here last evening from San Francisco oa their way to Camptonville. Mrs. John Bandemar left yesterday morning for San Francieco to join her husband, Rev, Wm. Angwin and wife and Mrs. C. F. Brayton will leave tomorrow for Pacific Grove where they will attend the M, E. Annual Conference which convenes there this week. Charles H. Trebiloox is down from Washington. A Social Nuisance For Whom There Is No Excuse. The too early birds are a source of trouble and inconvenience to the entire neighborhood. Invite the too early birds to a dinner, and they arrive an hour before the time. ~ Your last little touches have to be delegated to the first amiable soul who appreciates the misery of entertaining the too early birds. You had intended to replace a vase of carnations with one of roses or possibly you had at the last moment intended to shift the plate eards, having suddenly remembered that Miss Jones had a quiet fancy for Mr. Smith; that Mr. Smith reciprocated. Mr. Smith will have to wonder, and Miss Jones will have to summon up her presence of-mindand conceal her disappointment. The too early birds must be greeted as though you were glad to see them and appreciated their apparent impatience to have the fun begin. You really would like to give your hair another’ touch, but nat so. Your guests await you, The too early birds haunt the railway stations hours before the train leaves and start off on the journey jaded and out of sorts. If the too early’ birds are ever amiable it is at such a “previous” hour that

Easter In Russia. Easter in Russia is the greatest festival of the year. Russian Christmas presents are as nothing compared to those given’at Easter. Eggs are of course the principal feature, and not till one has seen the Easter bazaar in the Gostinoi Door and the shops on the Nevsky Prospect is it easy to imagine the beauty and daintiness of, Easter productions. Fortunes in trinkets, laces and jewels are spent on the contents of the eggs. A very pretty egg is made of pink veined marble rimmed with gold. He is suffering from pneumovia of an aggravated and malignant type and it is doubtful whether he will recover. Mr. Kipling’s “white man’s burdon” pales into insignificance alongside of the Kaiser’s discourse on the ‘‘depressing weight he hae to carry, who is responsible for 58,000,000 Germans.” Lord Brassey, a recognized authority on the subject, predicts that the United States is destined to become the greatest naval power in the world. There are new indications of harmony among the financial experts dealing with the’ proposed legislation on that subject and again it appears that Democrats laughed too soon. Recent developments in Indian Territory indicate that the “Great White Father” needs todook after the intertereste of his red children who are once more being unmercifully robbed.
