Very recentlyin Governor Warren’s office at Sacramento a conference .was held to determine
whether Daylight Saving Time
Should be abandoned by proclamation, in advance of its automatic termination next January
15th. 4
Representatives of business, industry, and agriculture, exchanging views, found themselves in
general agreement with the Govyernor that while Daylight Saving
Time should be abandoned at
the earliest possible moment, the
best interests of the’ State require its retention through the
next two months. Just how quickly: Pacific Standard Time can be
restored is problematical in view
of several important factors developed at. the hearing—factors
which were not explained fully
in the understandably brief press
coverage of the proceedings.
Power company representatives
made the point that Daylight Saving meant loss of money to them;
industrialists reported they had
found it almost impossible to
shift to conserve power for many
reasons——among them contracts
with labor unidhs which would
force them to pay overtime if
changes' from regular time were
attempted,
Spokesmen for agriculture told
the Governor. that losses in that
industry were very real ones indeed. Daylight Saving actually reduces, either presently or poten-'
tially, the amount and quality
of agricultural crops, at a. time
when harvesting labor is extremeIy hard to get in many areas.
Pruning and other work in the
oreéhards and fields is hampered
by Daylight Saving time in the
winter. It means an hour less
work each day and this in turn
means decreased production
there is not enough labor to ‘go
around. 4
An important point also stressed by farm leaders was that the
new wealth produced by agriculture each year is largely the
basis for metropolitan productivity and, in order to preserve
the economy of the State as a
whole, it: is obviously desirable
to obtain the maximum agricultural yield at the lowest possible
cost.
