Phone 253W Nevada City. 541 Pine Street. a PAGE FIVE the operative properties of the privately owned public utilities for the purpose of local taxation returning to the old advalarum system that was in effect previous to 1910. The Riley plan does likewise but does not invoke the advalorum system, but instead, creates a new tgx base from which to operate. It provides for a gross ineome:tax of 1 pes cent on the ross income earned during the year above the sum of $100.00. If the Board of Equalization finds that the 1 per cent tax raises more money that is necessary they have the power under the act to reduce this percentage to a lower
level which makes the tax rate flexible and will micet conditions ts they arise. It, also, provides for a transaction tax and leaves the present banking and insurance’ tax method in force as the present method is the only just way in which they can be taxed. It contains a tax Hmitation clause or the state from increasing its budget above 5 per cent over the preceding year without permission of the Board of Equalization,.in the case of cities and counties, or by a two-thirds vote of tht Lesislatur in the case of the State. It, also, provides that no county or city budget can levy more than 50 per cent of the cost of that budget on real and personal property,:which is commonly known as common _ property tax. The balance of that budget would be met by the State from other sources of income derived under this plan. The Riley bill has passed the Senate without a dissenting vote and the Feigenbaum bill has passed the Assembly without a dissenting vote. If either of these plans are accepted by the people at a Special Election, the pecple of my district will immediately be benefited by a very subsiatial reduction in their present common Property tax rates. I stated in a recent letter my reason for voting against the Clowdsley-Inman Tax Equalization Bill on public utilities, because I believed that if this bili had passed, it would have prevented. the Passage of either the Riley or Feigenbaum bills, which have for their sole purpose, the equalization of utility taxes with that of common properiy, placing the utility properties on the same tax roll with common property, and the utility properties will pay the same tax rate that is paid by common property in each of the counties of the State. The papers that criticised me regarding my utility vote have recently stated that if either of these Plans are adopted, the Inman-Clowdsley bills: would have no value because they could not be enacted into law, should the people accept the Riley or Feigenbaum Plan.
