you have read Mr. Colby’s opinion
of the legal phases. of hydraulic
mining under Federal supervision
both present and contemplated. .
The Sutter county fanatics first
wail was of the great damage ‘that
hydraulic mining has done in the
past. This has been repaired and his
lands restored through the appropriation of $800,000.00 of state and
federal funds not withstanding their
brazen statements that they have
never asked and never
state or federal aid.

would not be Secure and his life and
property would be in great danger.
Their own engineer, Otto Von Geldern, admits that these dams can be,
and without a doubt will be, built
so as to sécure and safeguard all
below them.
The next squall is tnat they will
fill up and run over. The debris
commission does not permit enough
mining above them to fill them. In
the next breath they are afraid that
the mines will not pay and will not
be worked and the dams will not be
filled and the government will losc
a lot of money. This is the best
example on record of blowing hoi
and cold. If these mines will not
pay, they have little to fear from
the angle of hydraulic mining, fo:
men do not long follow unprofitable occupations. And this is one
case where such a situation would
cause no loss for these dams would
be storing water for the farmers
below.

Another impurtant phase of this
hydraulie situation is Paul Bailey’s
report in Bulletin No. 12, of the
State Water Commission. In this
report Bailey recommends that flood
control, the‘salt water situation conservation, irrigation, navigation, hydro-elecric power and hydraulic
mining be coordinated in one great
plan.
A legislative committee has been
studying this situation for two years
end its report has just been given
the public. It recommends that this
great plan be carried out as reeommended in Bulletin No. 12, and
. asks for a bond issue of $109,000,009.00 for the first units. While
these first units will not be built
where they will be any great aid to
know that this committee did not
take the vaporings of the Sutter
county fanatie seriously. The next
units must-be built where they will
benefit hydraulie mining.

appreciated. Speculation is rife as to
the nature of the stunts to be presented, but secrecy xeigns supreme,
and only by attending the party, can
it be known the nature of the nature of the programme. Directly following the programme, a’ grand
march will be formed. This wiil

It is urged that our townspeople will
especially co-operate in this feature
of the entertainment.
The-Old Fashioned section will
again be a feature, an it is hoped
this will induce every one tobring
forth from store room, trunk and
attic, the old relics of the past, and
make this part of the party, the interesting feature i has been in the
past. The third section will be given
yer to general fancy dress idea. In
both these. sections. appropriate
prizes will be given, selected from
the following named list of donations from the local merchants,
which is only a partial list:
