AT-THIS JUNCTURE, this paper wishes to propose’ that if

On the present flat rate basis ,the small user is penalized in

. NEVADA CITY IS INDEED fortunate to have at the head of
its chamber of commerce such a man as R. J. Bennetts.
'He sold out his drug business several years ago and retired to
enjoy lifé. About a year ago his fellow members of the civic
boost body felt he was just the man for president and so the
honor fell on his shoulders. Mr: Bennetts carries himself with
a natural dignity that is well becoming a presiding officer and
yet he has-never lost the “common touch” as Kipling-so aptly
puts it. Whenever a fellow citizen desires a hearing of the
hoard of trustees 6f which he is a member or a favor from the
chamber of commerce they can always go to “Dick’’ Bennetts
and they are always received with courtesy and understanding
and if he believes in the project he will champion it regardless .
of the opinion of the other members. Just across from the rear
of the beautiful Bennetts home with its well kept grounds was
a disreputable locking lot, formerly the dumping ground of a
foundry. It was a sad tangle of rusty iron, brush and weeds
It was an eyesore and furthermore it was on the Downieville
Highway appreach to town. The lot was in such a terrible
condition that only a man with vision could see any possibilStated meetines second Wednesities in it. However, Mr. Bennetts was a man of vision and
he purchased the lot. The first thing to do was to clean ur
the trash and this proved considerable of a task, at which Mr
; Bennetts did not fee! above doing some of the actual work o’
. clearing. When the clearing was comnleted, the lot was fenced
. with wire and an attractive arbor built over the gateway. Rec
climbing roses have been planted along the fence. When i:

wc. maearee 7 As yet the park is in an immature state as there are many idea
to be carried out later. The park is to be for public use so it
purpose is twofold and it will provide a beautiful entrance te
the city. The site was oifered to the city for the municipa’
swimming pool but the offer was not accepted. Besides being
a city trustee and head cf the Chamber, Mr. Bennetts: is a
member of the school board and vice president of the Nevada
County Golf Association. Fer all these official: positions his
remuneration is nil and all the time he spends on public work
if placed on a salary basis would bring high remuneration.
