Only a few weeks ago, California miners won a reduction in their compensation insurance rates which has been heralded throughout the mining regions as a boon for the whole industry, with the pgomise that many mines, now shut down, would soon be able to reopen. But there:is serious danger that it will be a short-lived victory, unless vigorous action . is taken to prevent legislative ‘“highgrading”’ of the miner's . go!d on a wholesale scale. . Pending before the Legislature are a series of proposed . amendments to the Workmen’s Compensation Insurance Act which would not only nullify the reduction in rates recently won, but’ which would increase the miner’s insurance costs from 30 to 50 per cent. Nor would they affect the miner alone. Ralph H. Taylor, secretary of the Agricultural Council of California, already has issued warning that the radical bills would impose impossible burdens on California farmers, forcing many into bankruptcy.
