Pointing out that no state officer was originally set up as a tax collector and that the present ‘‘system’’ grew out of a condition in which 98 per cent of all state*revenues were collected by the counties, the committee declares that inefficient methods of accounting had cost the state $2,000,000 of interest due partly to unnecessary special funds anddelays in deposits of cash. Specific recommendations in the report filed today with the governor and legislature are: 1. That a Department of Reyenue be created, administered -iby a Director of Revenue, ‘to collect aii state taxes, personnel to be obtained by transfers. 2. That the equalization of county valuations and public utility assessments remain a function of the Board of Eqalization. 3. That there be created in the Department of Revenue a Tax Commission composed of the director and four division heads to direct a: re-search staff in collection of statistics on state revenue and in the development of suggestions from improvements. 4. That-there be created a Board of Tax Appeals for hearing and determining appeals from the Director of Revenue or any other state officer on rate, amount or legality of any tax question. The board shall be appointed by the governor with consent of the senate. 5. Phat the functions of the Department of Finance be clarified and extended to include all budgeting, accounting, pre-auditing (or the checking of the propriety of an expenditure before it is made) control of commitments and disbursemnts, current auditing ‘of revenues and_ receipts, financial reporting, purchasing, property control, and related procedure, Further, that the function of post-auditing be transferred from the Department of Finance to the poposed elected Auditor General. 6. That ‘the Controller be made Auditor General and designated an independent audit officer not a part of the administrative organization of the state government, empowered and directed to conduct continuing audits of all the operations and the transactions of the fiscal agencies of the state (revenue, finance and treasury) to determine the adequacy of the controls in effect and to detect and report violations of fiscal laws or the terms of appropriation acts. Also that he be directed to conduct periodic audits of .all_ state agencies. 7. That the Director of Revenue be substituted for the Controller as ex-officio member of the Board of Equalization. 8. That the Treasurer be maintained a separate office but limited to receipt, deposit, investment and the collection of all state revenues 161 POWELL including the income tax, motor veh; AT O’FARRELL icle license taxes, “in lieu’’ automo. That a constitutional amendment be adopted defining anid limiting the state debt with provisions for emergency borrowings. 11. That. no more junior colleges nor state colleges be set up nor the scope of existing ones expanded until a coordinated policy be arrived at by the legislature. 12. That, for the next biennium because the burden is_ uncertain, there be no further liberalization of old age or other pensions.
