(4) liquor licenses and. taxes; (5)
income taxes.
11. Do taxes on real and personal property go into the state general
fund? :
At present there is no state tax on
real and personal property, except
the state property tax on automobiles. County and district taxes are
levied on real and personal property.

The decrease in school attendance

noted that the school attendance has
trebled in 20 years.
15. Why was the kindergarten
law changed?
Because it was believed the costs
of kindergarten education would be
greatly reduced. This. has been true
to a very limited extent. Kindergarten costs per child in-some cases have
been actually increased as a result
of the law.
16. Why-is kindergarten education. desirable? *
Many people have the mistaken
idea that the kindergarten is not an
essential part of our ‘program-®@of
education; that it is merely something nice to provide for our very
little children, if it doesn’t cost too
much. The truth is that the kindergarten is one of the most vital parts
of our -program of public education.
The kindergarten, then, is not merely desirable, is essential both to the
welfare of the child and to the welfare of society.
17. How are kindergartens supported in California?
Entirely. by oeal
