This reversal of tradition began about a year ago after the federal debt reached the postwar low point of $251.5 billions in April, 1949, following three years of debt reduction. Since then the increase to date has been ‘more . than. $4 billions. : The U.S.,treasury estimates ‘. that the debt will rise further to $158 billions this June and to nearly $264 billions at the end of the 1951 fiscal ‘year, based on prospective spending. and income trends; If these estimates prove -eorrect ‘and unless major eConomies are effected in the meantime, the public debt will have increased by about $12. billions in little more than two years and at a time when, all in all, the nation was never more prosperous. + The Factor of Spending The record clearly shows why. It is true-that government revenues are around $5 billions lower than the postwar high of $42.2 billions in 1948, based on official estimates; but spending has taken just the reverse course and has increased by, nearly twice the amount of the estimated reduction in revenues in the period. Nor is this spending rise to be found primarily in the dominating budget items of national defense, foreign aid, veterans benefits, and interest on the public debt, which together make. up approximately three-quarters of total federal outlays. On the contrary, the combined increases for these four represent but a small part of the boost in the cost of the government establishment in the last two years. Considering the conditions and the challenge of the times, this development therefore, raises the question. of fundamental policy that, in the last analysis, the American people themselves must. decide since theirs is the final--responsibility in a democracy. In general it resembles the kind of decisions that the average person must make in his everyday finances and in the conduct of his own personal affairs. That question involves the whole extent and direction of public spending and particularly whether the government is to live in its income when conditions seem so overwhelmingly in favor of such a course and when prudence calls for it, or whether it is to go ahead mortgaging the future by deficit spending on a big scale. The people have. been faced with the problem. of a. war-incurred debt three times before. Extensive and consistent reduction was the decision each time. After the war-of 1812 the public debt was repaid completely in a couple of decades, and the nation was briefly debt-free for the one and only time in its history. Following the War Between the States the debt was reduced steadily for over 20 years, except for a brief interruption in’ the depression. of the 70’s, and the peak amount cut by two-thirds. And 11 years of debt repayment, resulting in cutting more than a third from the top figure reached in 1919, followed the first World war until the depression of the 30’s reversed the trend. Thus debt reduction has lasted only about three years so far. The total cut in the debt before the present upturn started was close to $28 billions. debt repayments in the past, but it is still only 10 percent of the peak total and thus proportionally far smaller than previous accomplishments in debt reduction. Another factor to be noted besides in making comparisons between the present and the past is that the treasury’s cash balance, which stood at just under $26 billions when the debt was at its height, was drawn down $22 billions in the three-year reduction period. Heavy Interest Burden One significant manifestation of the impact on the economy of the present size of the debt is that the interest burden required to service it for just this fiscal year comes to $5% billions. This is equivalent to about. $38 for every man, woman and child in the population. It also represents a sum that it greater than the total annual income of the government in every prewar year except 1920, when federal revenues exceeded $6 billions for the only time prior to 1941. Another indication of the magnitude of the debt is that it is approximately equal to the nation’s entire current economic activity on an annual basis, as expressed in the gross national production. In other words, it would take all the goods and services, valued at present prices, turned out by the whole country working virtually at tpo speed for a year to meet: the present size of the public debt. Such a relationship is far above anything comparable that ever existed before except for the war and the postwar period from 1944 to the present. That handsome golden-brown guy, with rose’ tinted under wing and tail feather, has accentuated the red crescent on the back of his head and the red around his eye-feathers. His black speckled coat and. black chest crescent seem to be more pronounced now that mating season is approaching. His’ drumming love song is really startling. It is not the. rat-tatting of food drilling, but.a hollow knocking, with a vibrating sound that rolls throughout the forest, letting the females know .what a strong and handsome guy he is. And if one is fortunate enough to have witnessed his love dance, it is an ever remembered performance. By the way, the eastern flicker has yellow underfeathers and is not as flashy as the Sierra Nevada cousin. * ae oe ROBIN. That sassy rascal has returned to ,the forest and is looking for a gal. Sunday morning we witnessed an argument over the attentions of an unassuming pretty. It finally terminated into a bitter fight. The presence of a human intruder made no difference to the contestants. No knights of old fought more lustily for the favor of a QUAIL. The dignified married couples, the bachelors and gals have returned to their nesting grounds. Early in the morning and at dusk the forest is vibrant with their mating calls. Birds of habit, that they are, a group of them have met with bitter disappointment. Their nesting place of last season, and no one knows for how many seasons before, has ‘growth “along the _ old’ narrow gaugé rifht-of-way.-»-Sportsmen’s club why don’t you do something about keeping these nesting spots intact for our feathered friends? cd = = LINNET: If love is a song, then you should hear the linnets, they are just arriving. What gay lovers these red-headed, re-shouldered scamps are as they balance on a-twig and sing though. to burst their throats with happiness. And we humans are talking about another war.
