MALARKEY SACRAMENTO,, Aug. 10.—(UP) Addition of approximately 6,800 miles to the state’s highway system has brought forth from the department of public works a proposal to revise ‘the boundaries of most the existing 10 highway districts and add an 11th district in southern California. The legislature \dassed and the governor signed’.the Breed bill by which the state takes Over 6,80U California. This increases’. state highway mileage—including primary and. secondary roads—from around 7.400 to’ 13,892.38 miles. Earl Lee Kelly, director of the de. partment,_has_under favorable cor: sideration the new _ re-districting plan which will save the state $40,000 and entail establishment of new district headquarters at Marysville, San Diego and Stockton.,Sacramento would lose its district headquarters. Kelly said average mileage in the state highway districts of other states is between 800 and 1,000 miles. Revision of the present California -dis‘. triet plan would cut the average mileage for each district from 1,400 ‘miles down to about 1,270 miles. He held the change was a compelling necessity from the standpoint of efficiency and economy. The directér said: the ‘only opposition had originated from Sacramento. Other sections he said, were apparently unanimously in favor of the plan. RECEIPTS SHOW GAIN SACRAMENTO, Aug. 10—(UP) —For the first time in more than a year, boxing * and wrestling shows throughout the state showed a gain in receipts during June, tle state athletic commission reports. The total receipts of the commission—5 per cent of the gates—was $7,410.13 as compared with $7,277.51 in June of 1932. A total of 167 shows were held. Receipts for the--first six months of the year, however, amounted to $43,790,sas compared to $58,311 during the.first half of 1932, princiPally because of a sharp = in the number of shows. PUBLIC INTEREST IN GOVERNMENT 1$ STIMULATED By RALPH H. TAYLOR With legislative sessions, both state and national, at an end, temporarily, after the most tumultuos gatherings in many years, perhaps the most significant result of ‘the whole political upheaval is to be found in the sudden quickening of popular interest in popular government. Fundamentally, the fact that the average citizen is beginning to become politically—conscious is of far greater importance than the national recovery program, fer the entire program is largely dependent upon public cooperation and public vigilance. Farmers,’ business men, industrialists and prufessional men have all come to realize, finally, that they have almost as much at stake im government as they have in their individual enterprises. And out of that realization has come the start of a new and Yvatal interest in things political which may, if it continues, change the whole governmental picture. Loeking backward over the legislative seSsion just concluded at Sacramento, and the Previous sessions which went practicaty unnoticed by the average voter, most serious-minded observers might be inclined to ask-—and--wonder—_whether democ< racy is all the forefathers thought it to be. GOVERNMENT AS DESERVED Yet, without condoning or apoligizing for the faults of both legislators and public officials, it must be admitted that the people have gotten out of government about what they put into it. If they are indifferent, they got indifferent representatives. If they were selfish, they got selfish representatives. ‘And if they were publicly alert, they got alert representatives, willing to fight for their CALIFORNIA VERY, VERY YOUNG, AGE AVERAGE ONLY 32 SACRAMENTO, Aug. 8—(UP)— California is a state of young people, despite the popular notion that those who migrate here are largely older persons. An analysis of the age groups in/ the California population prepared by the research department of the California Taxpayers shows the balance in favor of those on the sunny side of 30. “The migration into California during the 1920-1930 decade was predominately the ‘younger middle age group, With an average age of about 27 at the time they came into the state,’’ the association reported. “As a result the average age of the population of the state is less than the normal average which California life expectancy would yield.” 1930, and.the estimate for — is. 35.77 years. there will be a greater number of deaths, and fewer births, a trend already actually started as vital statistics of the state department of health reveal. By 1935 it is estimated the births and deaths will balance approximately and after that the balance will be in favor of the death side. As a result, the report pointed out “we can expect little increase in California population from natural regeneration during the next decade. Any material increase will have-to come from migration.’’ Migration accounted for an increase of 1,068,613 in the 1910-20 @écade and 1,995,342 in the following 10-year period. A continuation of this ratio would bring an increase Qn population amounting “to approximately 3,000,000 during the curbrent decade, but in view of general population trends throughout the country, it is estimated that California’s population will grow by approximately 828,000 persons . between 1930 and 1934. {MOTOR TOURIST SHOW . _BIGINCREASE IN JUNE SACRAMENTO, ‘Aug. 10.—(UP) —Proof that California is the goal of motorists from all over theUnited States is seen in the report of border inspection stations checked the entry of 57,786 automobiles carrying 164,141 passengers into the state during June.
