the capital bewildered., Latest mock
battle was the governor’s charge
didate. It looked like curtains. for
the finance director. But next morning (after a secret conference) they
were affable and friendly. Lovers’
quarrels are more logical than the
tiffs between these two executives.
Truth is, the governor has heped
for months Vandegrift would resign?
voluntarily. ‘“‘Van’’ is of Dutch extraction. And with all the stubborness of his race, he’s sitting tight.
Nine of the state’s eleven elective officers will seek reelection.
Two hope for higher public offices.
Only Secretary of State Frank C.
Jordan and Attorney General U. S.
Webb have formally announced. Remainder have privately told their
friends. they’d run.
Reelection—State dontedtion Ray
Riley ,who’s held his job since 1921;
Webb, in office for 31 years; Jordan, for his seventh term; four mem+
bers of the equalization board, Fred
Stewart, Richard E. Collins, H. G.
Cattell and John C. Corbett; Vierling Kersey, director of education
and ,of course, the governor.
Lieutentnt Governor Frank F.
Merriam is.a candidate for governor.
So is State Treasurer Charles Johnson. Neither has announced. But
both are busily engaged flying kites.
Human frailty was never better
demonstrated than in the socalled
legislative ‘“‘mileage expose.”
Most assemblymen felt they were
entitled to mileage expenses at the
mid-summer session. But they shied
away from openly-,voting themselves
funds, Afraid of public reaction,
they resorted to subterfuge. A “general expense’ appropriation was
crowded through and mileage cheeks
quietly drawn therefrom. Inevitably
the Blan was exposed. And now the
feared adverse reaction has descended on assemblymen, multiplied tenfold.
An exasperated public is blaming
Governor Rolph for. the sales tax. Go
into any store and listen. You’ll
hear: ‘‘Here’s a penny for Jimmy’s
boots. . . maybe this will buy Rolph
an airplane ride. . . tell “Sunny Jim’
to use this penny to buy champagne
for visiting’ governors. .-. this is .a
‘Rolph tax.’’’
Stung by criticism, the governor
declared he interpreted the RileyStewart tax revision vote as an elecwhy he signed the bill, Actually, the
main reason the sales tax has been

—Thirteen cass of ‘Rocky Mountain
spotted fever have been reported in;
California so far this year, alecording to the state department of public health. -Two of the cases proved
fatal. :
The source of three of these cases
the report said ,was in Nevada, while
the remaining 10 cases were contracted in Modoc and Lassen counties.
The disease, spread by certain
, ticks, is endemic in the northwestern
states, but has not been known so
frequently in California except in
the northeastern section of the state.

SOON AVAILABLE
By MELVIN LORD
SACRAMENTO, Aug. 14.—(UP)
State funds for relief of unemployj Ment and destitution will be available to Nevada ‘county within the
next two months, if present plans of
state officials are carried out.
At a recent meeting of financial
officers of the state it was decided
that a Block of $6,000,000 worth of
the $20,000,000 in relief bonds voted by the people at the June 27 election would be offered for™ sale
“within 60 days.’
BONDS TO YIELD 416 PCT.
The first of the bonds to be placed on the market will bear 4% percent interest and mature between
1938 and 1948. :
Funds derived from the sale of
these bonds will be used as loans to
such counties and cities as may apply for this aid.
Under terms of relief legislation it
was provided:
“Loans made under this act shall
be secured by the notes of thé counties or municipalities receiving such
assistance, or by such other security
as the emergency relief administra‘tor may determine and shall constitute a debt.. to the state. The
loans shall bear interest at the rate
paid by the state on the state bonds
and shall be repaid in equal annual
; installments over a 10 year period
beginning July 1, 1937.”
COSTS TO BE CHECKED
It is the intent of the law, officials
said, that funds provided should be
used directly for the relief of \ocal
unemployment’
conditions. A
careful check will be made’ on costs
of administration and the method
used in spending the money mete
beer aret oe by thé bond issue.
Approval of the bond issue meai was considered of particular
j importance in view of the policy
‘adopted. by the federal government.
