Permit defendants in criminal cases to plead guilty before a committing magistrate, except in eases involving the death penalty.
Allow a judge to comment on the
failure of a defendant to testify in
his own behalf.
Provide for the selection of upper
court judges through appointmen by
the Governor, subject to confirmation by a special commission.
Designate the Attorney General as
the state’s chief supervising law enforcement officer, working in close
cooperation with local prosecutors.
Create an elective State Board ot
Education to supplant the present appointive board, and substitute an apintendent of public instruction.
Create a state naturopathic assoCiation as a public corporation to
regulate the practice of naturopathy.

MR. HAVERSTOCK has been a resident of Nevada County in the Washington section for nine years
and is intimately acquainted with the problems and needs
of the entire third supervisorial district.. He is the proprietor of the Washington Hotel, well known resort for
hunters and fishermen.. He was formerly engaged in
mining in Graniteville.. He is now and has n for
'$ some years a member of the Washington Board of
School Trustees.
MR. HAVERSTOCK, firmly believes in giving
work on the county roads to as many people as possible,
instead of a favored few. He believes that once a year,
private roads in the county should be gone over with a
grader, for in many cases these “private” roads give access to three or four families, or a mine where a number
of men ae employed. If this is illegal, Mr. Haverstock
goes on record as favoring an ordinance which will make
it legal. He also believes that the Board of Supervisors
‘should publish a monthly report of their doings, as is
done in many other counties.
