maximum of $25,000 through taxation didn’t make the grade when
first it was introduced to congress,
hut now it is back in another form.
This time, Senator Brown of the
Senate Finance Committee suggests that after large ‘incomes are
subjected t oregular existing taxation which still leaves more than
$25,000, it be required that the
surplus be put into U. S. War
Bonds.
While this proposal seems to
hang on to the New Deal philosophy that a man with a large income is necessarily a culprit or
takes out of good deal of the sting
of skimniing’ the heavy cream off
large incmes, The government
will get the money of the rich,
to use for arms. The rich will get
gilt-edged investment in Liberty
at albout 2% per cent.
As for the rest of the country.
according to the proposal, the tax
burden on average citizens will be
lightened by a total of . $6,271,
000,000. This is probably fair
enough to all concerned, and if
such a proposal for skimming the
cream off large incomes through
compulsory bond buyiug is constitutional, it may be a very workable scheme—for war-time.
Since perhaps the most remarkable characteristic of our democracty is its solicitude for minorities, obnoxious or otherwise, it
may be interesting to note now
that the list of these minorities
in need of protection is finding a
new group added—the rich. It is
nearly impossible, of course. to
smpathize with a man who is down
to his las yacht, for it runs contrary to our’ greedy
stincts.

ideas, loudly vociferated, run contrary to the great mass of conventional thought. The Bund, . Communists, Jehovah’s Witnesses are

minorities must perforce be. disciplined so that they add, or at
least, do not detract from the energy of our war effort. When peace
comes again, with the victory that
it must bring to us, we shall again
have the responsibility of a studied
and fastidious guardianship of the
rights of minorities, and particu°
larly of obnoxious minorities, for
they are. the first to fall in jeopardy.
History has clearly shown: that
the first toward relinquishing all the rights and liberties of
democracy occurs when a state abrogates the rights of its obnoxious
minorities. The disagreeable minorities—first—then the minorities
—then the-majority of the people
give up their rights. Then there is
no more libert and no more rights.

So, now and after the war, it is
the duty of every citizen to exert
his influence at the polls and
everywhere fer the protection of
obnoxious minorities, including our
newest minority, the rich. WhethH
er or not rich people are obnoxious. is certainly open to question,
but they are in the light of a very
iprevalent American political philosophy. The’days when the country needed’ to ‘be protected from
the rich are albout over. Now it’s
our dut to protect them, along
with the other minorities, though
it’s still hard to feel sorry for the
man who is down to his last
yacht.

If coffee is rationed, it will be because soldiers need plenty of it in
the course of a day a soldier
drinks twice as much coffee as
a civilian; on the average. The official army ration is 45 pounds per
man each year—enough to make 1.,800 cups of coffee.

RAYON HOSE FOR WOMEN
Last year, hosiery manufacturers
made a dozen pairs of silk or Nylon
stockings for every woman in this
country—inecluding girls aged 15 or
older. This year, instead, the industry probably will turn out about
seven pairs of rayon stockings for
each woman—thus saving precious
silk and Nylon for parachutes and
other military uses.
