to encourage the maintenance of highest standards of employee
conduct in governmental affairs; to advocate and defend a just
and efficacious administration of laws; to aid in the improvement of government and in the development of the State's
resources and the advancement of the State's economy; to inspire
and maintain in the hearts of its members a constant dedication
to the principles of constitutional democracy as exemplified
in our American form of government; and in all ways to render
the most effective service to the people of the United States
of America and of the State of California;

That the general powers of the corporation are: to
sue and be sued3 to contract and be contracted with; to receive
property by devise or bequest, subject to the laws regulating
the transfer of property by will, and otherwise to acquire and
hold all property, real or personal, including shares of stock,
bonds, and securities of other corporations; to act as trustee
under any trust incidental to the principal objects of the
corporation, and to receive, hold, administer, and expend funds
and property subject to such trust; to convey, exchange, lease,
mortgage, encumber, transfer upon trust, or otherwise dispose
of all property, real or personals; to borrow money, contract
debts, and issue bonds, notes, and debentures, and secure the
payment or performance of its obligations; to do all other
acts necessary or expedient for the administration of the
affairs and attainment of the purposes of the corporations; and
to have all powers and rights to exercise the same as may be
permitted or as prescribed by law;
VI
That the enumeration of the foregoing objects,
purposes, and powers shall not be held to limit or restrict in
any manner the powers now or hereafter conferred upon the
corporation by the laws of the State of California;.
