FREEDOM OF THE PRESS
___-_oCol. Robert R. McCormick, editor and publisher of the
Chicago Tribune and chairman of the committee of the American Newspaper Publishers’ Association on freedom of the
press, said last month in a public address that under the First
Amendment of the Constitution the press, in his opinion, cannot be compelled to accept special government control.
Col. McCormick referred to the N. R. A. code proposed
by the government for the press, and said-that despite this
newspaper publishers had signified a willingness to sign the
code as the government drew it, with the single addition of a
clause guaranteeing freedom of the press.
This, he said, the government will not agree to.
Col. McCormick spoke over station WGN and the WJZ
radio network of the National Broadcasting Company.
“The law of nature,” he said, “is not that tyrants make
tyrants, but that tyranny makes tyrants.
“It is conceded that in phrasing the First Amendment to
the Constitution that framers of the Bill of Rights had in mind
every invasion that had already been made upon the freedom
of the press, and realizing that the ingenuity of men in government is infinite, they did not confine their prohibitions to the
evils that had gone before, but used language broad enough to
include any effort that could be made in limit the freedom of
utterance,” he said.
*“Yet no sooner had the Constitution and its amendments
been adopted-than Congress infringed upon that freedom, and
prison, yea, torture, had to be endured to re-establish it.
““Axnd all through our history in every generation efforts
have been made to limit freedom of the press, and always they .

“The freedom of the press is the freedom of the American
