LIONS BERKELEY, Dec: 26.—Conservation measures put into effect by the State of California and other agenties have énabled the deer populatoin to remain more or less stable in spite of the increasing number ot hunters. But the disturbance of nature’s balance in regard to mountain lions and other predatory animals has resulted in an increase in the -doe ‘population which ultimately may have to be taken care of in some way. These conclusions have been reached by E. R. Hall, curator of mammals, California Museum of Vertebrate Zoology of the University of California, after a survey of the ‘situation. A notable fact about the deer species of California is that they still retain most of their distinctive Physical characteristics, according to Hall, thus affording nature lovers and scientists the opportunity for a more or less complete study ‘of the different kinds of deer. Likewise the sportsman finds opportunity’ for a collection of a variety of trophies that he would not have otherwise. This is due to the fact that the native deer have never been contaminated through the introduction of inferior species from other places. He points out that the native deer of Pennsylvania were nearly all exterminated, but while -introduction from elsewhere have brought. the ‘deer population of that state to a point where it is second only to California, these deer are inferior to the native stock. NUGGET ADS PAY PROGRAM URGED SACRAMENTO, De Dec. 26.—With strong indications. that California’s 1935 traffic toll will equal or exceed the staggering casualty record of 1934, despite greatly intensified efforts to reduce motor vehicle accidents, the California Safety Council today announced: a five point program, establishing definite objectives in its war on highway homicides. The safety program, made public by William May. Garland of Los Anseles, president of the Council, is as follows: 1. EDUCATION. More exacting qualifications for drivers. Education of potential drivers in the schools. Public education before women’s clubs, civic. and commercial groups, in the fundamentals of safe driving. Revocation of licenses of unfit operators and strict -examihation of applicants for licenses by. State Motor Vehicle Department. 2. ENFORCEMENT. and uniform enforcement of existing laws through fully complemented State Highway Patrol, and with the j cooperation of municipal judges and police traffic officers. Particular stress to be placed on enforcement of legal penalties on private motoristq and operagors ‘of commercial vehicles fin relation to speeding, drunken driving, qualification of drivers, size and weight of vehicles, condition of brakes and other phases of equipment. LEGISLATION. Revision of traffic laws as and when needed to more fully protect life and property of motorists and pedestrians on the by truck and bus lines‘in all cases California highways. California’s Works Progress Administration were reduced approximately $90,000 per month as the result of orders issued this week by Frank Y. McLaughlin. state WPA administrator. More than 800 employees were eliminated from the administration payrolls. = McLaughlin explained that the slash in the state WPA administrative personnel was made possible by the fact that California already has more than: three-foruths of its former relief quota at work on federal projects and that the need for a large executive staff has subsequently diminished. All of the persons affected will be dropped from the payrolls by the first of the year, said the administrator. “Due to the intensive drive that the California Works Progress Administration was making to get its quota to.work during November and December, we found it necessary to employ a large staff of extra help in the various administrative departments,” said McLaughlin. “‘We now have more than 121,000 persons at work on projects and we anticipate that this number will be increased to at least 150,000 by the eud of the month: This will leave only approximately 10,000 persons for whom jobs will then remain to be: found. “It would be a useless waste of money to continue to maintain a larger administrative personnel than is necessary.’’ Practically every departiment, in the state WPA setup was affected by the order which was issued as an outcome of a meeting in San Francisco ‘of the various district directors and McLaughlin.
