The heck
By H. M. L. Jr.
The Ludlow war referendum bill,
thas been ordered: out of committee
by the United States House of Repres‘entatives. This bill, if passed would
make declaration of war by _ this
country solely dependent upon a majority vote of all the voters in a nation-wide referendum. It is quite
likely the mere consideration of
sucha bill in this country has already
provided extreme satisfaction at the
International Firm of Aggression,
Ltd. The senior partners in the firm
namely Mussolini, and associatés, and
the Mikado, and Hitler, are probably
already discounting their
estimates of the~«peril of affronting
the United State$. This bill in fact,
to repeatedly provoke us to war, sink
our merchant ships, invade the Pa.
cific and be in a position to land a
substantial force and devastate some
ef our principal centers of populamobilize a minimum force, and while
ang on the referendum.
Plenty of feeble minded _ resolutions have been offered up to Con.
tion has been so dreamfully conceived as the Ludlow bill. Presumably .

BERKELEY, Dee. 27.—Announced details of the University of Calipedition into the Andes, one of the}
most ambitious enterprises of its’

four parts, and will operate on a,
high speed basis. The expedition is
under the direction of Dr. TT. H.
Goodspeed, director of the University’s botanical gardens, and is_being financed by the California Garden Clubs, Inc., and private donors.
One section of the expedition will
cover the Tierra Del Fuego area at
the southern tip of South America
for progenitors of the tobacco plant
hitherto unknown te science. Anothber will gather tobacco and ornamenti
ested less im visions than in taking
practical measure to prevent war,
will join hands} with all intelligent
citizens in action against the crackpot Ludlow resolution, a Biece of escapist thinking tit there’ ever was
one. Even patifictsts with the strongest rose-tinted spectacles can scarcely justify themselves in viewing the
present international situation as one
in which to lower our guard and look
the other way. People, who support,
the Ludlow resolution, if there; are.
any, evidently reason, that, though
there is a greath deal of fighting
going on, and aggressive nations are
rampant, those states that are least
prepared to defy and resist aggression, will come, off best in the end.
That is to say the best defense of a
person who found himself inja ring
with Messrs. Louis Schmeling and
Farr, all fighting mad, would be to
raise his eyes to heaven and say “‘l
will not Hft a finger until my} public
votes a referendum.’’
“God helps those who help themselves’’ is a pretty old one but it is
a pretty good one too; and nobody
could construe it to read that God
helps those who when confronted
with a world of berserk, power-mad
dictators, sit down, tie their own
hands and refuse to lift a _ finger,
while their dignity is insulted, until
the electorate finally gets through a
referendum after it is very likely too
late. .

another will hunt for the unusually
beautiful terestrial orchids and other plants. in the deep box canyons of
Ecuador and Peru, while the fourth
will search the ‘‘Valley of Paradise”’
near Valparaiso, Chile for the skyblue lily called ‘‘Glory of the Sun,”
; and for other rare floral, forms.
The personnel for the expedition
is to be drawn from a list of particularly skilled explorer botanists,
both in this country and _ abroad.
‘Some extent of the size of the @Xx2edition may be gained from the fact
. that it will consume three years and
will cover most of the southern
South American wildernesses. The
. first year is being spent in preparation, the second will be spent in actual exploration, and the third in the
shipment, classification, planting and
distribution of specimens.
The high speed feature will be contributed by air express, which will
bring some of the remotest specimens to Berkeley within ten days.
. In still larger quantities the specimens, will come, by en and
rail, For six months orjmore the expedition expects to maintain a continuous flow of South American
floral shaky into this country.
