A hundred and fifteen years ago, James Monroe, fifth President of the United States, made the pronouncement . that any attempt by any European Power to. invade, colonize or dominate any nation of the Western Hemisphere could not be viewed in ‘‘any other light than as a manifestation of an unfriendly disposition toward the United States.” Thus was born the Monroe Doctrine — born to bitter _criticism, In 1823. Eurone was months away by sailing vessel; transportation of formidable military forces across the . Atlantic was exceedingly difficult. The Latin republies were ~ not fearful of Eurove—they feared the United: States, and interpreted the Doctrine as a the Yankee saferuard against competition in exploitation of the South American people. And so the memory of James Monroe came to be hated by them. Many Ameritans, too, were in op, Position, convinced that the Doctrine placed upon us an unwise obligation that invited war. But now. at the eighth Pan-American conference, at ‘ Lima, Peru, of representatives from 21 countries of both Am* erican continents—including Secretary of State Hull and Alfred M. Landon for the United States—the delegation of _ Venezuela announces to all sovernments: ‘*The moment demands that we undertake examination of the problem of con_tinental security—for America the moment has arrived to " think and work continentally to unify its action and its methods of defense in the face of emergencies that might arise.’ “The moment has: arrived” !—the moment that James Monroe provisioned generations before invention of the 300-. mile-an-hour bombing plane! The moment has arrived, also. when universal and grafeful recognition should. be accorded James Montoe as one of the greatest of American Presidents —a prophet to be honored not only in his own country but in all the nations of this hemisnhere —Contributed. NATIONAL FOREST REVENUES 60 TO COUNTIES ' On Wednesday, California counties received $152,843 from the United States Forest Service to be used for Toad construction and school opurposes. State Forester M. B. Pratt stated the amount represents’ the counties’ shares, fixed on an acreage basis, from the ‘sale of timber, rental of grazing lands and other sources of national forest revenue. The schools in the various counties receive 25 per cént and the for-. est service gets 10 per cent for road. construction within the national forests, e rest of the money is kept in miscellaneous expense account. This money is in lieu of taxes the counties would receive if the property were in private ownership. Nevada County shares in a $10,577 allottment with sections of Tahoe. Well, there’s something to it, says Assistant Forest Supervisor Norman L. Norris of the Sequoia National Forest with headquarters at Porterville. Forest rangers have been doing it for years — hunting,for a way to cram two days’ work into one; fishing for an answer to some complicated land management problem, and trapping themselves by dropping in at the Forest Supervisor’s office, just in time for that gentleman to assign a particularly tough job he was wondering how to get done. — That’s the way the forest ranger hunts, fishes and traps. CREDIT FOR SANTA CLAUS? A tiny little girl took a Christmas package to the Nevada City post office just before Christmas to send it away. She carefully reached up to the window and gave the clerk the package and her money. The clerk said it would take three more cents.
