Roads That Think .
You may have seen them while driving along one of
‘California’s broad highways of an evening after dark. You
~ may have been startled, at first, as you approached a curve to
see them there ahead lying like a string of Christmas tree
lights along the center line in the road and extending the full
distance around the curve.
But they were not Christmas tree lights, nor a line of
fireflies on parade. They were the new reflecting buttons, or
“eyes” marking the center of curves for night drivers. The
Division of Highways is trying them out at scattered points,
and if they prove practical, we'll have them on all the sharper bends in the highway.
_., Already the consensus of opinion seems to be that they
are a success. But there are matters to.consider besides their
efficiency. First, the cost. Painted center lines, you know,
cost about $25 a mile. These reflector buttons cost from $159
for the smallest, to $450 a mile. And the maintenance cost
will be considerable, since at one test location half the buttons were broken or missing after two months.
So there the matter rests, still in the experimental stage.
But one thing is certain. All the knowledge and skill in the
whole science of highway engineering is being applied to give
us ‘‘smart roads for dumb drivers,’ andfor additional safety
to wiser ones. .
Someday these “‘thinking’’ modern highways will do all
but shift gears and steer our cars for us.—Contributed.
Host To Trailbuilders .
California will be host, next week, to the trailbuilders of
modern America. :
_ From‘every ~ te in the nation will come the men who
contro]. supervise. and administer the building of the high-}
ways, the 432,282 miles of state roads upon which 25,000.,000 avtomobiles are annually operated.
They will comeas delegates to the annual convention of
the American Association of State Highway Officials, to be
held in San Francisco December 7 to 10.
If you think for a moment that these are not important
guests, you might ponder this astonishing fact. One tenth of
the national income—that-is,-one tenth of all pay_rolls, of all.
gross earnings, of all dividends, of all profits of all the industries of the country, spring from the automobile and its use on
the highways. Se .
It is fitting that these men have chosen California as!
their convention spot this year. 8
view, in this state, the finest, most extensive and expensive
network of highways in the world. There are more than 77,000 miles of them, they have cost us around a billion dollars, and the 2,280,485 vehicles they carry are more than in . 4 : os
any other state save the much more populous New York.
Let's hope that they have a successful convention, that .
they like the way California does things, and that when they .

Brief perusal of the Constitution of the United States
discloses, in Article IV, Section 2, a clause reading, ““The
citizens of each state shall be entitled to all privileges and immunities of citizens in the several states.”” The legislature is
going to have quite a time trying to hurdle that and the Bill
of Rights in one leap.
Not that the hordes of homeless flocking to California
every winter are no problem at all. They are. Much as we
might like to, we cannot afford to support them. But if blockades are unconstitutional, they are unconstitutional, and we
might as well begin looking for some other way out.
Apparently the solution can come only through Federal
‘action. The:government some time ago discontinued transient
relief. A demand on Washington by California officials and
civic. bodies that it reassume this
problem on a fair and humane basis, might bring results.— .
