For several weeks such statements appear on the front pages. There is much speculation to the effect that Mr. Roosevelt is turning to the reckless spenders have: been kicked out, There is much conferring with fiscal officers and budget’ directors, with every move being reported as aimed at-achieving great economies. After a month or six weeks of this pleasant little game, Mr. Roosevelt tires of his economy efforts, approves a budget which asks for much} more money than fn the current year and then sends & message to Congress which says that his budget will be ‘balenced next year. Mr. Roosevelt likewise threw out the suggestion that perhaps’ taxes should be raised to meet this national defense increase—BUT, and it is an important BUT, he will leave that to the people to decide. Of course that was a mere gesture, for, as the, Scripps-Howard newspapers, said, it was like asking a man whe-. ther he wanted small pox or double pneumonia. Few observers around Washington believe that Mr. Roosevelt this year will achieve economies in federal spending any more than he has in his last six budgets. Even New Dealers laugh now when Mr. Roosevelt commences his annual chant about economy. Let’s Have Courage Their memories go back to all the wonderful statements he has made 1on the subject. They remember his appeal in July 1932: -‘‘Let us have the courage to s ‘borrowing to meet continuing deficits.’”’” They remember his arousing words at Pittsburgh that year when he said: ‘TI regard reduction in federal spending as one of the most important issues of this campaign.” ‘Mournfully, some of them remem-. ber his words to congress in March 1933 that ‘‘too often in recent history liberal governments have been wrecked on the rocks of loose fiscal policy.”’ Mr. Roosevelt surely was eorrect in that statement, as he has now demonstrated. They also recall his frequent budget message statements predicting a balanced budget next year, next year which never comes. In 1934 he told congress the budget estimates he sub mitted ‘“‘show a small surplus of $13,866,779.”’ Instead of a surplus the year ended with a deficit of $3,500,000,000, Another Assurance Given In his 1935 budget message, Mr. 3 Roosevelt was most hopeful. He said he was submitting a budget which balanced ‘‘except.for expenditures to give work to the unemployed’’ and added that “if this budget receives the approval of congress, the country will henceforth have the assurance that, with the single exception of this item, every current expenditure of whatever nature will be fully covered by our estimates of current receipts.’’ The deficit for that fiscal year was $4,700,000,000. In 1936 Mr. Roosevelt explaining his budget said ‘‘the item for relief remains,” immediately adding: “without that item the budget is in balance.”’ The deficit for that year was $2,800,000,000. ‘ In 1937 Mr. Roosevelt told congress that “although we must continue to spend substantial sums to provide work for those whom industry has not yet absorbed ,the 1938 budget is in balance; and, except for debt reduction of $401,515,000, it will remain in balance even if later on there are included additional expenditures of as much as $1,537,123,000 for recovery and relief’. “We expect, moreover, if improvement in economic conditions continues at the present rate,’’ he continued “to be able to attain in 1939 a coinpetely balanced budget with full provisions for meeting the statutory . requirements for debt reduction. Three More Deficits The deficit for that fiscal year was $1,500,000,000. But for the 1939 fiscal year it was $3,600,000,000 and for the current fiscal: year the latest estimate places it at $3,300.000,000. In other words, throughout the period when Mr. Roosevelt constantly was predicting—or even claiming —a balanced budget, he actually piled up deficits totaling some twenty billions of dollars. Some people cail’ this four-flushing but that is a gentle name for it. Certainly it demonstrates that while we may expect a great deal of talk, trickery and juggling of arithmetic already’ we.are now promised double bookkeeping to get us out of our troubles—little can be expected in the way of real economy or sanity in fiscal policies as long as Mr. Roosevelt sits in the White House.
