COST OF CALIFORNIA
GOVERNMENT ENTERS
BILLION DOLLARS
When all of the outstanding
bills are paid, the cost of California’s state government: for
1949-50 will be approximately
$1,049,993,161 ‘according to: State
Controller Thomas H. Kuchel.
This ‘compares to $886,526,970
for last year, and to. $73,796,621
twenty-five years ago when the
population was only 4,750,000.
Total government costs for the
year amounted to $1,035,993,161,
but Kuchel estimated that another $14,000,000 will be needed to
pay the outstanding bills for the
period which were not filed in
his office prior to the last day of
June.
The total. cash expended during the-12 months amounted to
$1,050,602,465 but this figure included disbursements of $14,609,304 for debts incurred during
the 1948-49 fiscal year.
Net consolidated revenues for
all cost funds of the state for the
1949-50 fiscal year amounted to
$839,172,144 or $51,509,782: more
than the preceding year, Kuchel
said.
While expenditures. exceeded
revenues by over $211 million,
the controller pointed out that
$172,128,471 came from accumulated reserves for the postwar
unified construction program for
state buildings, local public
works, and the interest and redemption requirements for certain state bonds. Excluding expenditures from reserve funds,
governmental costs exceeded revenues by approximately five percent.
Apportionments to local governmental agencies amounted to
$492,445,355, or approximately
47 percent of all expenditures.
State operations accounted for
$331,116,637, and the remaining
$227,040,473 went for capital outlay.
Educational purposes accounted for $23,249,296, or over 47 percent of the allocations made to
local agencies during the year.
Other purposes for which allocations were made are as follows:
Shared revenues, $131,722,746;
social welfare and public health
grants, $91,309,971; public works,
$31,279,279; and for all other purposes, $4,884,063.
The general fund provided the
greatest percentage of the money
expended with $580,637,024 coming from that source.

$172,128,471 came from reserve
funds, according to Kuchel’s report.
Kuchel reported an unexpended balance in the reserve funds
amounting to $299,239,844 as of
June 30, 1950. These funds were
accumulated during prior periods
and reserved for special purposes
such as the postwar construction
