Any form of democratic government, city, county, state or federal is usually waste' ful. It is a price we pay for that kind of government and most of us are well contented to pay it. The jJocal wastes arise from ‘the diffusion of fauthority. There is no centralized. control, for in stance, which can say to the chief of police, the superintendent of streets, or garbage collector, ‘‘Do this,” with any certainty that it will be done.
