eye on city affairs knows ‘there is
plenty of (waste. Any form of democratic
government, city, county,
state or federal is usually waste' ful. It is a price we pay for that
kind of government and most of
us are well contented to pay it.
The jJocal wastes arise from ‘the
diffusion of fauthority. There is
no centralized. control,
