MacNider, former United States minister to Canada, in the symposium in

seaway is built, counters Frank L.
Bolton, president of the New York
State Waterways Association, it
should be over the all-American
route. A. Canadian point of view is
expressed by B. M. Coghlin, president
of The Montreal Board of Trade, who
asserts the seaway is needed neither
for transportation nor for power.
‘““Mid-continental (‘North America
suffers from hardening of its transportation '‘arteries,’’ contends Colonel
MacNider. ‘Here is a great natural
water route—extending 2,687 miles
from Duluth, Minn., jto the Atlantic
Ocean. By constructing eight or nine
locks, deepening connecting channels,
and developing incidental power, the
United States alone will extend’ its
coastline 25 per cent and enable 88
per cent of the ships now entering
its seaports ito go directly to more
than two dozen Great Lakes cities.’
“T am not an alarmist, nor am I
given to shadow boxing every time I
hear a sword rattle.’’ declares Mr.
Bolton, who favors the all-American
route from Lake Ontario tto the Hud‘tNevertheless, the crises

SCOTS FLAT WPA
Tuesday a notary public took registration of citizens at the WPA
camp at Scotts Flat for federal authorities who are attempting to segregate natulalized, matives and foreigners. qualifying ‘the group for
