rose three points during the month
to 126 per cent of the 1935-39 average, an increase of 15 per cent over
a year ago.
“This index,’’ says the reviews,

of dollars of orders now on the books
of California industrial firms is
translated into actual expenditures
for wages, materials and other expenses of doing business.”

cent in ‘his blood, he would be legally drunk. ;

would receive a per diem of $15
while on business instead ‘of the present $5,000 in one bill, while another would pay the director of the
board $10,000 per year.
Another controversial bill was submitted by Assemblyman Clyde Watson of Orange to permit thelégislature to transfer the duties:of the
board to any other state agency.
A California liquor commission to
handle wholesaling of .all intoxicating liquor except malt beverages was
asked by Assemblyman Godfrey Andreas,
Local option to give cities and
counties the right to license liquor
sales instead of the state, was suggested by Assemblywoman Bleanor
Miller of Pasadena.
Another headache for the board is
the difficulty in enforcing the regulation againgt ‘selling liquor to min-.

State Controller Harry B. Riley
announced in Sacramento today that
California’s financial

The state is continuing to spend
less than it makes, Riley said; its
revenues are greater and its expenditures less this year than last.
The general fund cash deficiency,
the controller said, dropped to $77,644,433 at the end of January, a decrease of $1,$15,259 below that of a
year ago.
In the seven months up to. the
first of this month the state spent
$4,954,029 less than it made, Riley
reported.
Its income totaled $100,044,146 an
increase of $10,047,362 over that of
the first seven months of 1939-40.
Its expenditures dropped $18,128,260 to a net of $95,090,117 for the
seven month period just ended.
Major item of increased revenue
was a jump of $8,705,448 in sales
tax returns. A continued reduction
lin the unemployment relief case load
resulted in a $13,888,557 cut in relief costs, Controller Riley said.
