Western and California business oouinued to register "gains through January, according to officers of the Bank of America in this community. Quoting from the bank’s new business reviews, just issued, the bankers stated that their business index rose three points during the month to 126 per cent of the 1935-39 average, an increase of 15 per cent over a year ago. “This index,’’ says the reviews, “ig certain to make further gains as a larger proportion of. the millions of dollars of orders now on the books of California industrial firms is translated into actual expenditures for wages, materials and other expenses of doing business.” Three thousand wage earners were added by the aircraft industry in Southern California alone, adyring January, and one company hes ennounced immediate need for 1,200 men and an estimated need of 20,009 more werkers before October. California shipyards employed] about 32,000 workers during the h, a figure which is three times greater than last year. California continues to rank second among all states in defense work, says the review. The January level of eelaierae in California: manufacturing industrade extends ‘under the board. DUNLAP United Press Staff Correspondent SACRAMENTO, Feb, 27.—(UP)— The board of equalization has long since outgrown its original ‘function of tax questigns and is primarily concerned with al‘coholic beverages, excepting the fact that, the sales tax administration is no small task. An interesting court case illustrates how far the scope of the liquor trict court of appeal (Feb. 21) uvholding the right of the board to reThe Sacramento county superior upheld the that. the tion pictures on liquor permits and . nominal priced licenses for drinkgies control officers keep con. stant vigilance to prevent liquor sales past the 2 a. m. closing hour. One~ way of enforcing the rule was suggested in several bills to force bars, cafes and restaurants to lock up their entire liquor supply if they stay open past the hour. Peace officers also have their troubles in determining if a person is drunk or not, particularly motorfsts. Several bills are before the legislature to. set up various tests, such as the Hugh Burns bill that if a person had 5-10th of 1 per cent of alcohol, by weight, or less, in his blood that would be prima facie evidence he was not intoxicated. But if there was mote than 15-100th of 1 per cent in ‘his blood, he would be legally drunk. ; The sheriffs association in-conyention at Sacramento sidestepped 4 definite commitment on that bill and there will be plenty of discussion before it is. finally disposed of, Bills affecting the board as now set up would give, each of the four members an exempt deputy, raise their salaries from $5,000 to $6, 000 in one bill and $7200 in another, and have five elected membets instead of “. NEVADA COUNTY CTS DEATH TOLL N HIGHWAYS SACRAMENTO, Feb. 27. — (UP) —California’s 1940 official traffic toll was 3,034 dead and 57,992 injur. ed, the department of motor vehicles announced today. Motor vehicle accidents involving injury or death totalled 41,290 he, highest ever recorded in the state. . The number of injured persons also exceeded any previous year, the highest total in the past being 53,878 in 1939. The 1940 death toll, however, was. somewhat lower than in 1936 and; 1937. In the latter year the all time high of 3, 139 persons killed was @stablished. . The death toll, however, represented an increase of 649 in a 10year period, the 1930 total having been 2,385. Leading the deaths for 1940 was Los Angeles with 1,001. San Bernardino was se¢ond with 155 and Alameda ‘third with 130. Log Angeles also’ led in the number of injured with 26,411. San Francisco with 3,966 was second and Alameda with 3,364 was third. Motor Vehicle Director James M. Carter said the total of dead and injured for the year was slighty under the 1940 federal census of" the population of the cities of San Jase and Fresno, about 6 90 gteater: than Stockton and only about 29, 000 less than Glendale: The fatality total the entire 1940 census population figures of such towns as. The troublesome problem of liquor was handed the equalization board; somewhat against its will, and some of the members would just as soon have the proposed reorganization measures take effect and restore the board to its original function. There are a sheaf of bills in the legislature which would have varying effect on the board and its duties. A new alcoholic beverage control board would supplant the present equalization board in several bills. The present districts would be re-. arranged, with 1, Los Angeles; 2, San Francisco and Alaméda; 3, northern counties; 4, central counties; ! 5, Southern ‘Caifornia. Members would receive a per diem of $15 while on business instead ‘of the present $5,000 in one bill, while another would pay the director of the board $10,000 per year. Another controversial bill was submitted by Assemblyman Clyde Watson of Orange to permit thelégislature to transfer the duties:of the board to any other state agency. A California liquor commission to handle wholesaling of .all intoxicating liquor except malt beverages was asked by Assemblyman Godfrey Andreas, Local option to give cities and counties the right to license liquor sales instead of the state, was suggested by Assemblywoman Bleanor Miller of Pasadena. Another headache for the board is the difficulty in enforcing the regulation againgt ‘selling liquor to min-. ors. Some establishments have few scruples about serving to youths, : while others afé unable to determine whether a young man or woman is past 21. ae To get around this situation, Miss Miller hag a bill to require identification ecards fer liquor purchasers between 21 and 30. Since young men already have draft cards for identification and age, the practical’ effect of the law would be to forée}’ young women to secure the licenses.}) Chamber of Commerce CITY HALL, BROAD STREET ‘Health-You Bet And here’s the way he stays that ‘ way—— This newcomer gets plenty of Bret Harte Dairy’s good, rich, pure milk—the milk that wins the first prize, a Gold Medal every year at the State Fair.
