As you undowbetdly know, Dr. Wilbur A. Nelson, Administrator of the Mining Branch of the War Production Board met some time ago. in Reno with various representatives of the mining industry and the subject was discussed thoroughly. After the meeting from the information I received, it appeared that a_ great many phases of the problem remained to be solved, and I have been in ‘constant touch with the officials of the War Production Board. This is not a problem that could ibe worked out by introducing a bill in congress or by making public advisory speeches on the floor of the House, inasmuch as it is a problem connected with critical materials and supplies to be used in our war industries and the War Production Board holds full jurisdiction. Therefore it was necessary, by consultations and discussions, tio endeavor to ascertain what could be done so as not to injure the war attivtiies and at the same time keep our mines in operation. This problem involved a thorough understanding of the requirements of the gold mining industry and also the demands for leritical ‘materials in our war production efforts. I presented our problem of gold mining priorities from the viewpoint of local community welfare and the inability of such localities to change to other lines of industrial pursuits, and also the disastrous economic effect the discontinuance of gold mining in our gold mining localities. Under date of April 2nd, I received a letter from Dr. Nelson, further referring to the subject, from which I quote as follows: “In recent confferences you and
certain of your colleagues brought to the attention of the War Produc‘tion Board the numerous inquiries received from. mining companies and ‘the apparent difficulties those com(panies have encountered in regard to the obtaining of equipment and machinery for the operation of the mines under existing priorities orders. These discussions have been helpful in bringing under review the application of those orders and giying opportunity to remove some apparent widespread misconceptions as to their elffect. “T am setting forth in this letter the present scope and operation of those orders so that the information will ‘be readily available to the in dustry in’ gereral. “Preference Rating Order P-56 has been the cause of most of the confusion. This order was designed to enable operators to obtain, with a minimum of delay, material and the equipment for maintenance and development of properties having a high content of minerals which are eritical to the war effort. “This order as amended, contains no. provision prohibiting any mine operator from obtaining any equipment that he may need to operate his mine. The order simply provides that mine operators who have 70 per cent or more of the productive value in ores which are critical to the war effort receive serial numbers which entitle them to preferred treatment’ in obtaining material and equipment. ' Operators of other mines are, how-. ever, entitled to use the lower rat-. ings granted by Preference Rating) Order P-100, which under present cireumstantes, will enable them to obtain a good many types of operating supplies though obviously not the more critical items. In addition, these individual applications for serial numbers whiich will put them in the preferred category. “These applications must be accompanied by the date called for in the form No. 26615 which is available at this office and at War Productions Board field offices in the mining’ states. On the basis of similar applications serial numbers under P-56 have already been reissued to about 70 mining properties in the Rocky Mountain area. We do, however, want to make it clear, that we are not prepared to grant vital machines to any mines where there is not a substantial production of the critical materials we need to win the War. 2 “Again, many thanks for your halpful suggestions and consideration of this whole matter.” I am continuing discussions with the War Produttions Board, and you may be assured that nothing will be left undone by me in behalf of the gold mining industry. Fascism. may be on its way now. © When (Congress abdicated its powers, for nearly six years and chose to serve one master rather than its constituencies, the cornerstone for a fascist edifice was laid. On top of that comes a war -—the War of Survival—and we must, of course, submit to a dictatorship to win the war. But dictating becomes a habit. And a slothful people such tas those of Germany and _ Italy have proved, become habituated easily to a dictatorship. The critical test of democracy is still ahead of us. We shall be proved in peace rather than war. I like those immense cornfields that seem to stretch from horizon to horizon. (Plenty of wheatfields in Nebraska, too.) ee But. the thing that interests me most about Nebraska right now is the very important social experiment the beer people started there several years ago. Beer itself is naturally a beverage of moderation. Yet, all too often, people are inclined to blame. beer wrongly for any misconduct of the customer or the proprietor in a place licensed to sell beer. eo ean So, the brewers got together to see what they could do about this. They weren’t really responsible for their retailers .. in fact, they’re not allowed to control retailers. But the brewing industry worked , out a plan by which it cooperates with the public authorities to climinate bad conditions in the minority of places whose conduct would reflect on the law-abiding majority. Ly Joe Marsh The beer people urge proprietors of retail places to conduct them properly an‘ to obey the law. They urge consumers to cooperate, and ask the public generally to report law violations to the authorities. They send warnings to careless retailers and if conditions are not corrected they take the case up with the authorities. Naturally the authorities and the public have welcomed this as an added force in . building respect for law and order. * * * That program is now operating in many states — and with the Nation at war, brewing industry organizations cooperate with civil and military authorities to assure good conditions in beer outlets around the army camps and naval’ stations. Somehow, to me, that’s a mighty important, public-spirited effort. I don’t know of anything like it ever having been tried before. If people really help the brewers with that program they’ll be doing a great thing for the country.
