Paper for cigarettes is made from cotton and linen and from rice straw, and is
largely of foreign manufacture. Cotton
paper is used inthe cheapest and most
poisonous grades of cigarettes, aud {is so
cheap that the wrappers for a thousand
cotton papér cigarettes cost only two
cents, Kice paper is the choicest and
