It is an. unfortunate thing that President Roosevelt's bud—~get message to the Seventy-Third Congress will, like all such }
documents, receive only the most cursory reading. Few budget messages have been as unusual or as important—few have
through statistics, so well illustrated an Administration’s aims
and purposes.
The budget situation has three distinct phases:
of the government, will be used 'to reduce the deficit.
Mr. Roosevelt thus believes that by the middle of this
year extraordinary measures will no longer be required to
He is as awake as anyone to their terrific,
cost, and he has implicit faith that time will prove them to be
worth a great deal more than the people have had to pay for
them. Part of their cost has been alleviated by his insistence
on drastic economy so far as ordinary federal expenditures
are concerned. The President has advised members’ of the
House, where all appropriations must be inaugurated, that furspeed recovery.

pared with $864,000,000 this year.
First,
the government is to borrow $10,000,000,000 between now
and the end of the fiscal year—a rate exceeding monthly borrowings made when we were in the thick of the war; second,
at end of the fiscal year we will have the largest peace-time deficit in our history—$7,000,000,000; third, beginning with
the next fiscal year in July, the financial policy will be entirely
reversed—no special expenditures of any moment, and Treasury receipts above those actually needed for routine operation

contemplates no new taxes and that some of the less important
ones may be reduced or eliminated.
Stilling Fears of Inflation
_A very important phase of the President's decision to
monetize and stabilize silver, is that it has done much to still ;
the fear that we would have inflation by the printing press
route.
commerce
and definite value behind it. ,
Thus, the silver proclamation will serve two ends—it will
restore the confidence of a large part of the public in the U. S.
monetary policies, and it will help resurrect one of the greatest and most essential of our industries. Results of the latter
are being felt now—in jobs, in buying power, in hopes for the
future. And, if the expected happens and other major nations
adopt similar measures, a long step toward genial world recovery will have been taken.
Proper Salutations
I met a Cuban president,
And as he flitte. by,
I really wished to speak with him,
But hadn't time to try:
Then, after he was out of sight,
This thought in me arose,
“I might have said, que tal to him—
Que tal, and Adios.”
I met a Cuban president—
A week had passed away;
So; what his name and number were,
i I'm unprepared to say;
i But I was not so dumb this time—
¢ Although my words were few,
I smiled and chortled, “‘Cheerio,”’
. And added, “Toot-a-loo.”’
These Cuban presidents, I ween,
Do not reside in clover;
Le Before they've time to settle down,
is Their hectic terms are over.
But as their stars of destiny
Go hurtling thru the sky,
I voice this cryptic formula,
“Saluta!—Good-a-bye!”
Lo, here’s.a Cuban president
Who seems inelined to stay;
-gBut i ave riot missed my guess,

inténd to igreet himin words myself can spell;
