The article merely set forth actual facts and figures in regard to the details of compensation insurance; and which details are not familiar to the average mine operator; so that a clear understanding would be had of the basis upon which the cost is calculated. . The privelege of ‘‘self insuring’’ is denied the smaH operator due to legal restrictions and on account of the lack of financial ability. The small operator must therefor employ either the State Find or a private carrier. to act for him and in doing so must bear the expense of administration and the cost of his accidents. I still contend, and always will, that if there are fewer accidents the rates will go down. That phase is up to the mine operator. There is no denying the cost of insurance is high, the coming rate will be same 15 per cent lower, but even that will be high. In any event whatever the cost of insurance is it will be only the actual cost plus the expense of administration. ' Again let me repeat, there was no intent to whitewash the P. G. & E. or the costs of compensation insurance. Facts are facts, no matter how displeasing. No purpose is answered by criticism or sarcasm. Neither is there necessity for any indulgence in unnecessary personalities or innuendo. Debate is not critical bue merely a logical presentation of facts pertinent, to bot positions, The conclusion must: result from a careful study of both positions. Iam conversant and familiar with both sides of the hydraulic and insurance problems, for there are two sides to every question. If Mr. Uren wishes to do so I will be glad to debate either subject with him, but in such debate personalities and personal feeling must be set aside and only actual facts and situations discussed. If a ‘‘whitewash”’ results it will be only for the reason that the presentation of facts jis such as to hold preponderance of evidence on the side so whitewashed. I can see no purpose answered through indulgence in personalities or in criticism of one with whom one does not agree. Such indulgence does not give information and is a means toward ‘eventual bitterness. Only in the presentation of an agrument witout bias is a clear understanding had by the reader. There are factors which need to be understood and realized by the hydraulic miner and it is only with that understanding that the final solution may be reached. Mayo, Calaveras county publisher j;and kBtate assemblyman, representing the Sixth Assembly District of which Nevada county is a part, returned home last Saturday from the first session of the state legislature which lasted three weeks before recessing until March for the constitutional recess. During the five week recess he will make an effort to visit all sections of his district which includes ten counties, for the purpose of contacting locai citizens. concerning legislative matters to be voted upon at the long session, beginning March 1. In-a statement outlining his plans for a legislatve program at this session, Assemblyman Mayo stated that he was offering little in the way of new legislation at. this time, but felt that he would be more efifective from 4 standpoint of service to his own district: by reserving ‘his energy and time to combatting proposed legislation aimed at crippling some of the industries of the mountain counties, particularly legislation in troduced which would prove disastrous to gold mining, lumbering and the livestock industries. : “There are probably more thai 100 bills introduced which are aimed directly at the people of the smaller counties,” stated Mayo. ‘‘Just to review a few, there is the proposition of a state severance tax on gold, silver, timber and non-metallic minerals up again this year. The propos. ed rates fould completely ‘paralyze . these industries. “Then there are bills. before the legislature which would prohibit by law certain types of gold -mining, such as gold dredging and dragline operations Several bills aimed = at stream-pollution, are so drastic that it would. be possible to close down a mine completely if a ibucket of debris accidentally was dumped into a stream,’’ stated the local assemblyman. Other proposed laws would force even the smallest county to set up an elaborate meat inspection service at a cost of thousands of dollars to Legislation sponsored by certain interests of the bay region would deprive the rural counties of their just share of the gasoline tax money by diverting large sums to finance the bonds of the bay bridges and the purchase of more toll bridges. “T feel,” said Mayo, ‘“‘that with so many proposals aimed at the very heart of the future success of the smaller counties, I should join with the state senatofs from my district in opposing these proposals, rather than offer a long list of new legislation at this time, and to practically devote my entiré time in that direction.”’ Among the important issues facing the people of the smaller counties is the constant efforts of the larger centers to concentrate and centralize government in the state capitol, believes Mayo. ‘‘For several years there has been a constant effort to more and more centralize government into the hands of state bureaus and commissions and to deprive the counties of self-government, under the guise of economy,’ continued Mayo, ‘‘when as a matter of truth, every test has shown that the larger the unit of government, the more expensive it is. _As an illustration, Los Angeles county pays out $50,000 more in judges’ salaries annually, than do 45 Northern California counties put together, yet, at the last session a bill was introduced to deprive all counties under 25,000 population of their local superior courts.’’ : The only bills introduced so far at’ this session by Mayo are A. B. Nos. 1 and 2, in which he is joined by a. group of assemiblymen as co-authors. These bills both deal with the state old-age pension law. Bo INOg would raise the present amount from $35 per month to $50 and No. 2, would leave the rate at $35 and abolish all deductions which are now permissable. It would also allow persons receiving the pension to earn as much as $15 per month from other sources before any deductions would be made. > } Mrs. W. E.
