BURKE ke California has had many outstanding trainers) of teachers. One who made more than passing contribution to this line of educational enddcavor in Caliornia was Frederic Ju. ‘Burke. . _ ._Born in the foothills of California educated in the public schools’ of his native state, a graduate of the,University of California, he secured his degrees from Stanford University. This advocate of freedom of expression and of endeavor-teft his imprint upon the educational history of the YGolden State. To this man who, for many years, served as President of the San Francisco State Teachers College, may be accredited the honor of breaking the jockstep in education. When convention was the rule he declared that « no educational custom had to be followed merely because the fathers haa ¥ used it. ii Frederic L. Burke worked his way through the University of California as a reporter, then served in a similar capacity on the San Francisco BExaminer. He was elected City Superintendent of Schools of Santa Barbara and of Santa Rosa. Then, determining that education ‘gwas to be his life work, he enrolled at Clark. University, Boston, under President G. Stanley Hall, the greatfa est educational psychologist of his time: He returned to Santa Barbara and was called from that old Mission city to take charge of the newly established State Normal School for the training of teachers in San Franeisco. This was in 1899. He held that responsible post until his death in a 1924. ; Short, stout, and bald, gifted with a keen sense of humor, this energetic teacher was ready at debate and free to criticise. While he believed that conventions should not be followed, the standards for admission to the Nor . mal School of San Francisco were! exceedingly high. Dr. Burke dic! Clyde Spradling will be assistant cashier. Charles Dubouddieu, former president of the Sierra Valley Bank, will be chairman of the advisory board of the Loyalton branch of Bank of America N. T. & S. A. Other board members, who were all directors of the Sierra Valley Bank, are Raffaele Dotta, A. B. Church, William Guidici and Alessio Ramelli. lieved that men teachers should take their work for administration and supervision in the university. Since the Normal Schoo! of Dr. Burke’s time was concerned chiefly for the preparation of teachers in the elementary. schools, his influence was chiefly upon the lower branches of the educational field, and more particularly upon the course of study and procedure of teaching, of the =-various subjects. A fofmalist in most work, he was decidedly influential. in the teaching of elementary branches of education. He believed that no formal grammar should be taught to boys and girls, but that they should ‘learn to use the English language because of use and not: because of rules. Dr. Burke’s vigorous condemnation of academic, old-fashioned habits of educational practice was continuous and ultimately effective. In the earlier years his attitude was misunderstood. But in later years, asthe motive of his criticism ‘became. better appreciated, he has been credited in large measure with initiating the program of modernization in the elementary courses of the California schools, with individual, rather than mass instruction of the pupil, the final objective. : Mr. and Mrs. Aubrey N.
