El Dorado, Amador and Alpine Counties,
Following. the roll callin the assembly ‘the law makers are then
sworn in by (districts, which fre
called in alphabetical order, beginning with Alameda County, and ending with Yuba County. The writer
took his oath of office when Alpine
County, the, smallest county in
district as well as the state, was
called by ‘the clerk. Having been
sworn in we do not, answer the roll
call when the other counties of our
district are called. The same. procedure is followed in the senate.
It might interest our readers to
know that the first session of the
state legislature was held 91 years
ago when the first legislators mt
in San Jose: in the winter of 1850.
The first two sessions were held in
that city, the third session met in
Vallejo and later removed to Sacramehto; the fourth session met in
Vallejo and later removed to Benicia, while the fifth session met
in Benicia and later removed to Sacramento. Beginning with. the sixth
session in 1856 all legislators have
met in Sacramento.

‘ Following the swearing in of all
members of the lower’ house on
Monday, the first order of business
was the election of a speaker and
other officers. Gordon Garland,
who replaced Paul (Peek as speaker
at the first special session held in
January, 1940, was reelected speaker for the coming. session. He received the votes of the entire Republican delegation as well as the
votes of many members of the
Democratic party, of which he is a
member, Speaker Garland led the
economy fight in the lower house
during the last regular and special
sessions. Needless to say, the writer
cast his vote for Speaker: Garland.
In the senate. W. P. Rich, senator
from the 10th district was selected
president pro tem of that body. He
held the same office in the 1837 session. . ‘
' Your assemblyman was assigned
to the same seat which we have ocecupied during the past two years,
and we have the same seat mate,
Assemblyman Jacob Leonard, who
is secretary of the chamber of commerece of Hollister. Around us are
the assemblymen from San Francisco, Alameda County and other northern districts. Seats are assigned on
a senority basis with the returning
members having first choice and the
new members taking what is left.
The ‘Northern California members
are seated north of the middle ajsle:
whiie the forty members from, the
south sit south-of the middle aisle.
But nineteen new members took
the oath of office ‘Monday as compared with 28 new members’ two

The nineteen new members is con-.
sidered one of the smallest new del-'
egations in many years, .
The writer has asked to be_reappointed chairman ‘of the mines
and mining committee of the
sembly and inasmuch as we
resent the largest gold mining district in the state, we expect to again
secure the chairmanship of that important committee. We have aiso
asked for appointments upon the
conservation and fish and game
committees as these committees are
also of vital importance to the 6th
Assembly District. All committee appointments in the lower house are
made by the speaker. In the senate,
however, they have a committee on
committees which appoints the yarious committee members.
A good part of the week has
been devoted to organizing the legislature, including the appointment
of committees and the adoption of
the rules. A few bills have been introduced. However the majority of
the bills will not be introduced until next week ‘and the weeks following.
As your assemblyman I shall endeavor to continue to work for the
best interests of the people of our
district and the state as a whole. I
hope that the people I have the
honor to répresent will’ write me regarding legislation in which. they
