Much of the drop . was attributed to the work of private social agencies, according to a report made to the Greater New York Fund by Dr. J. B. Maller, research assoeiate of Teachers College, Columbia University. The report discloses that an average of 5,137 boys and girls between the ages of seven and fifteen faced the Children’s Court annually during 1935-36-37 on charges of delinquency. This figure shows a decline of 33.65 per cent below the years of} 1932-33-34, and a decline of 41 per cent from the average of the preceding five years, 1927 to 1931. According to the study made by Dr. Maller, there is a close relation between delinquency and congestion poor housing, and lack of recreational facilities.
