By T. M. BRIGHT United Press Staff Correspondent SACRAMENTO, July 12.—(UP)— Kenneth L. Fulton of the state department of natural resources Said today that although “serious difficulties’’ have arisen to delay use of prison labor by his department, division chiefs have been ordered to make a canvas contemplating use of convict labor “for at-least Director 1941. six months.”’ Authorization for use of ptison labor by the state divisions of forestry, parks and fish and game was ‘given by the legislature this year. Division chiefs discussed the qugstion at a recent meeting at San Quentin prison. The principal barrier to use of convict labor, Fulton said, was lack of an appropriation. He pointed out the most economical estimates called for expenditure of mental camps. “The legislature apparently is out of the habit of furnishing us’ with funds for developments of projects since during ‘the past few years WPA, NYA and CCC funds have been available,’”’ Fulton said. ation this R. The only real difference is that a fine highway runs through here now and the town of Three Forks, two miles distant contracts sharply with the scattered villages of both friendly and hostile tribes of more than a century ago. Luckily the party had obtained yawea of the Shoshone tribe. to guide it through this district and the next leg of its journey. She had lived here as a child before being captured by the fierce Minnetares Indians, with whom her people were constantly warring. Her childhood memories were invaluable to Lewis and Clerk She led the party through dimly, recalled passes and over almost forgotten trails and helped to write a broad page of American history—an 8000 mile trek, by boat, foot and horseback, from St. Louis to the Pacific and return. Captain Clark was back here a year later with another party and explored the Yellowstone Valley further south. In 1810 ,the “Missouri Fur Co. built a trading post on the ground I trod today. Short lived, the post was abandoned within a few months because of the raiding, hostilé Blackfeet Indians. No trace of the settlement remains now. It took years to civilize this district and make it the peaceful cattle raising country it is today.
