Summary of Majority Report of the Senate Judiciary Committee.
“We recommend the rejection of this bill as a needless,
futile and utterly dangerous abandonment of constitutional
principle.
“It was presented to the Congress in a’ most _ intricate
form and for reasons that obscured its real purpose.
“It would not banish age from the bench nor abolish
divided. decisions.
“It would not affect the power of any court to hold laws
unconstitutional nor withdraw from any judge the authority
to issue injunctions.
“It would not reduce the expense of litigation nor speed
the decision of cases.
“It is a proposal without precedent and without justification.
“It would subjugate the courts to the will of Congress
and the President and thereby destroy the independence of
_the judiciary, the only certain shield of individual rights.
“It contains the germ of a system of centralized admin
istration of law that would enable an executive so minded to
send his judges into every judicial district in the land to sit in
judgment on controversies between the government arid the
citizen.
“It points the way to the evasion of the Constitution and
establishes the method whereby the people may be deprived
of their right to pass upon all amendments of the fundamental law.
“Tt stands now before the country, acknowledged by its
proponents as a plan to force judicial interpretation of the
Constitution, a proposal that violates every sacred tradition of
American democracy.
“Under the form of the Constitution it seems to do that
which i is unconstitutional.
“Its ultimate operation would be to make this government one of men rather,than one of law, and its practical opor legislative branches of the governmént choose to say it is
—an interpretation t to be changed with each change of administration.
“It is a measure which should be so emphatically reject

This book has already been widely

plaudits of the multitude? Those
who enjoyed Mr. Steinbeck’s TOR. TILLA FLAT will find something
‘even more outstanding in this new
work. i
_ Here is a story as real as an aching tooth. but less disagreeable. The
tale of a couple of transient laborers. One,
stein, a huge behemoth of a man
with the mind of a child, and the
strenseth of a gorilla. An affectionate
inoffensive creature ruled by his pal,

Alice Duer Miller, published by Simon Schuster, New York, is a story in
verse. Epic poems as a rule are diffioult for the average person to
read, but this particular poem is
smosth and lilting, definitely telling
its tale with a minimum of frills and
furbelows, and what is more, it is excellent poetry.
The story is of the eternal triangle and it is gracefully handled.

NEW LAWS WILL
GOVERN TRAFFIC
SAN FRANCISCO, July 15.—
Changes in law regarding the handling of traffic arrest cases with a
view to simplifying court procedure
and expediting hearings were made
at the recent session of the state legislature. They will become effective
August 27 following the signing of
the measures by Governor Merriam.
Some of the principal changes are
reviewed in a report by the California State Automobile Association as
follows:
Immediate filing of a complaint
will be required. where an arrested
person is taken before a magistrate.
The purpose is to assure a prompt
hearing.
All citatios issued for “excessive
sveed”’ will have to be specific to the
extent of stating the ‘‘approximate
speed” at which the arrested person
was alleged to be driving, as well as
the legal speed permitted in the locality.
