Summary of Majority Report of the Senate Judiciary Committee. “We recommend the rejection of this bill as a needless, futile and utterly dangerous abandonment of constitutional principle. “It was presented to the Congress in a’ most _ intricate form and for reasons that obscured its real purpose. “It would not banish age from the bench nor abolish divided. decisions. “It would not affect the power of any court to hold laws unconstitutional nor withdraw from any judge the authority to issue injunctions. “It would not reduce the expense of litigation nor speed the decision of cases. “It is a proposal without precedent and without justification. “It would subjugate the courts to the will of Congress and the President and thereby destroy the independence of _the judiciary, the only certain shield of individual rights. “It contains the germ of a system of centralized admin istration of law that would enable an executive so minded to send his judges into every judicial district in the land to sit in judgment on controversies between the government arid the citizen. “It points the way to the evasion of the Constitution and establishes the method whereby the people may be deprived of their right to pass upon all amendments of the fundamental law. “Tt stands now before the country, acknowledged by its proponents as a plan to force judicial interpretation of the Constitution, a proposal that violates every sacred tradition of American democracy. “Under the form of the Constitution it seems to do that which i is unconstitutional. “Its ultimate operation would be to make this government one of men rather,than one of law, and its practical opor legislative branches of the governmént choose to say it is —an interpretation t to be changed with each change of administration. “It is a measure which should be so emphatically reject ed that its parallel will never again be presented to the free -Yepresentatives: of the free people of America ' —— att 107 Mill Street pee PHONE 67 Beescciaee rr Grass Valley : he studio that satisfies. TILLA FLAT will find something ‘even more outstanding in this new work. i _ Here is a story as real as an aching tooth. but less disagreeable. The tale of a couple of transient laborers. One, stein, a huge behemoth of a man with the mind of a child, and the strenseth of a gorilla. An affectionate inoffensive creature ruled by his pal, *“George. who is small, swift thinking and dominant. The 'story deals _ with Lennie’s deep affection small animals and his utter inability to control his herulean strength when he is pan‘cked into using it, and of Goerge’s watchful care over his blundering friend. The characters aré drawn with vivid starkness and an understanding sympathy that bespeaks a close and intimate study by the author. The climax of this book is one of the “— punches of recent fiction. If you can take you reajity unadulterated, or if you have a’ mind that can be depended upon to swathe , by all means read it. Lennie, a mild Frankin-. for , this story in an aurora of fantasy. However if you are squeamish about the seamy side of life, approach it with due caution. FORSGAKING ALL OTHERS by Alice Duer Miller, published by Simon Schuster, New York, is a story in verse. Epic poems as a rule are diffioult for the average person to read, but this particular poem is smosth and lilting, definitely telling its tale with a minimum of frills and furbelows, and what is more, it is excellent poetry. The story is of the eternal triangle and it is gracefully handled. An unique and unusual presentation of a theme as old as life itself, and you will enjoy from cover to cover. er. They will become effective August 27 following the signing of the measures by Governor Merriam. Some of the principal changes are reviewed in a report by the California State Automobile Association as follows: Immediate filing of a complaint will be required. where an arrested person is taken before a magistrate.
