To all the tumult and shouting of the presidential campaign between now and November will be added, in California, the din or argument raging over some half a hundred
proposed new state laws that had qualified: for the ballot at
the deadline hour last week.
What a task this presents to the conscientious citizen!
He must say “yes” or “no” to nearly fifty proposed laws—
those complicated, technical things over which even supremé
courts sometimes disagree.

proof of this is seen in the following overtuges of the United States in
the past five years, he points out:
(1) Removal of Marine troops from
Haiti and Nicaragua; (2) granting
the Philippines their independence;
(3) abrogation of the Platt amendment to give Cuba complete freedom;
and (4) revision of the United States
Panama treaty, removing all allegedly unreasonable control by this

Already California has so many laws that few citizens
can even begin to know them. Take any much-discussed
question of the hour, and see how many persons are aware of
the law at the base of it. A big stage line applies to operate on
the highways. Shouts come from those for it’ Shouts come
from those against. Yet there, unknown to most on either
side, is section 5'4 of the Public Utility Act, which says about
granting certificates permitting-sage lines to operate:
‘‘ provided that the railroad commission shall have power . . . to issue said certificates . .
senger stage corporation or corporations serving such terri.
tory will not provide the same to the satisfaction of the railroad commission.’
That is the law’ the part of it designed to protect the
motorist, to prevent highways from becoming clogged and
broken down by flocks of stages operating in cut-throat
competition—and yet, how many persons ever heard of ce
law before? .
~ There are limitless examples of how little we can know .
of the multitude of laws already on the: books. Now we are
to be asked in Nevamber to vote on half a hundred more. As
conscieutious voters, we are supposed to cast our ballots intelligently. .
: It is no easy task, these days—this business of being a
good citizen.

BILL OF 1935
The gross value of all soil products of California in 1935, including farm crops, livestock, oil, gold,
minerals and lumber, was not sufficient-to pay the cost of government for that year, according to a
report compiled by the Research
Department of the California State
Chamber of Commerce.
The cost of government in 1935
was $900,000,000, of which our
state and local governments spent
$468,000,000. The balance, amounttration — rather than recourse to
war.
ing to $432,000,000, constituted our
share of federal expenditures, based
on our share of the tax bill.
These expenditures averaged $360
for every person gainfully employed
in the state.
Howéver, the State Chamber report points out, the whole bill was
not paid last year; much of its’ accumulated in the form of govern‘mental debts, to be paid later. Had
the whole bill been paid last year,
it would have, taken an increase of,
more than 40 per cent in taxes.
Among major items of sgovernmental expense noted by the State
Chamber report for last year are relief and social welfare, $266,000,
000; education, $137,000,000; in
terest on debt, $94,000,000; national defense, $73,000,000; streets and
highways, $70,000,000; protection, —
$66,000,000; and farm recovery,
$61,000,000.

GOOD SERVICE COSTS NO MORE
A modern establishment—a trained, intelligent and courteous
personnel — distinctive motor equipment and other evidences of
progress and prosperity are NOT an indication that funeral service
charges will be high. A successful concern can be built only by serving honestly and well, at prices that are fair and reasonable.
