Young, Hudson & RabinoNo. 605 Market Street, Room 800, or may PAROLE SYSTEM FOR CONVICTS T0 BE EXPANDED SACRAMENTO, July 25.—(UP)— Expansion of the system of parole and extramural care of patients in the state’s seven mental hospitals has been largely responsible for savings of $878,723 in the biennial budget for the department of institutions, Dr. Aaron J. Rosanoff, director of the department, revealed today.
The financial saving has come about through a reduction in institution population—made despite an increase in admissions, The director . said the average yearly increase in population for the last ten years has been 309, but during the last fiscal year there was a net reduction of 129. As of June 30 there were 4247 inmates on parole, as compared with 2976 on January 31, 1939, before the new policy was inaugurated. Dr. Rosanoff added that the reduction in population is even more impressive considering that the mortality rate for the institutions has shown a substantial drop under the new administration. The number of deaths from February, 1937 through April, 1938, was 21938, while for a Similar 15 month period in 1939 and 1940 there were only 1842 deaths., Improved diagnosis, better diet and segregation of tuberculosis cases in the institutions were listed by the director among reasons for the lower death rate. : : Of the department’s savings, $780,000 has been allozated to pay tractive salary increases to 3400 employes of the department who were entitled to raises during the past year under terms of the state civil service act. Salary adjustment funds Pe= ; were deleted from the state budget by the 1939 legislature and have been granted only in cases where departments were able to show operating economies. Ancther $35,000 was set aside to begin operation: of a new inebriate colony at Spadra, expected to be ready bythe first of next year. The colony will be operated in conjunction with the present state narcotic hosptial. : INJURES SELF IN FALL Roy Draper, small son of Mr. and Mrs. Hal Draper of Grove Street, fell Monday and broke two bones in his left arm. The boy is being attended by Dr. Bernard Hummelt. TRUCK WHEEL_CRASHES. HOME SALT LAKE CITY, Utah (U.P.)— When Mr. and Mrs. J. A. C. Nielson returned to their home here after a shopping trip they found on the dining room table—a 100 pound truck wheel. Investigating deputies said the wheel apparently was part of a dual set-of a truck that had passed the Nielson home.
