Moral Force Vs. War
The moral foréé exerted by the nations, tremendously
more potent than force of arms, has restrained Italy from establishing an armed protectoiate over Abyssinia, and may yet
act to prevent any large scale warfare between the two countries, in the opinion of United States Senator Elbert Duncan
Thomas, professor of political science at the University of
Utah and guest lecturer at the University of California this
summer.
“Had it not been for this moral force there would have
been marching feet in Abyssinia several months ago,” Senator Thomas said. “I do not now believe that war will come
there, although it will be necessary in some way to save the
face of both the Italian dictator and the Ethiopian emperor.
This may be the League of Nations task, for it can be done
through the type of intervention offered by the League, the
same as it was done in the Corfu affair several years ago,
which was composed by the Council of Ambassadors.
“Tt must be remembered that the moral force exerted
against slavery in Abyssinia, stopped that age-old practice
there. . believe it will act to stop actual warfare now. The collective will of the world, sometimes expressed through the
League, sometimes in other ways, is the expression of world
cooperative endeavor as opposed to armed conflict. In the
present instance it is not backing Italy and it is not backing
Abyssinia. It is merely resting on the principle that the situation affecting the two countries can be adjusted without
recourse to force of arms. i
“Regarding the strength of the moral force ‘that the
League exerts, it might be cited that the Supreme Court of
the United States has no way-of enforcing its decisions. It
must rely on the. moral backing of the country. Congress
ure. But if this happened all of our democratic institutions
would be broken down and chaos would result. Moral force
is the power that has held our union together since the first
federation and in spite of the Civil War,, this holds as true as
ever.”
Asked regarding the expediency of the United States
joining the League of Nations, Senator Thomas said:
““As long as the people of the country feel that there is
no need for the United States to join the League it would be
better for us to stay out of it. We can still be a powerful influence for good apart from any League affiliation. We can
throw the weight of our influence on the side of any cooperative decision, such as the one which brought the non-recognition of Manchukuo. In common with the other countries of
the world we refused to recognize the new state that was set
up there. True, the American oil interests in this new state of
Manchukuo have withdrawn, like the British and the Dutch,
but we will enjoy many priviliges there in common with the
other nations.”’
