SS FROM THE NATION'S CAPITAL. A Pen Picture of Congress—Th2e Sacra5: mento Land Office. Wasninaton, Dec. 5, 1887. Eptror Tranxscript—As a general rule the sessions of the U. S. Senate are exceediugty dull, except to a careful and intelligent observer.The debates’ are_usually conducted in a conversational manner, and very rarely, indeed, is an effort made at oratorical display. A-~ stranger looking down from the gallery upon-the Senate in ordinary session, so quiet, dignified and orderly,, would have a meager idea of the immense brain power, logic, and eloquence that could Ieap forth from a score of lips the very moment tliat occasion requiredit, that would arouse the Nation from centre to circumference, and on the wings of cable lightning carry his words as fast as uttered .to the court of every nation on the face of the earth. There are several cases on record where a speech of some one of our Senatorial giants has been fread -at the next morning’s breakfast table in London, Paris, Berlin, and other centres of national power. It is not the taps can eye alone that watches the U. Senate. While all are. not great oa baters, they are wise legislators, and he ‘who has the power to clothe his thoughts in speech on great International issues, attracts the attention of the-world. [doubt if yon can find a like assembly on the face of the earth, that hasthe real brain power.of the U. 8S. Senate.» The House of Representatives is -@ different body, and is curiously made up. . Here is a great mixture of » nationalities. Has the thought ever occurred to you? Well, we have here for members, the native born American, with his Eastern, or Western or Southern, ideas, generally all good, but sometimes bad; then there is in this Congress, by birth, the Prussian, the Englishmen, the Frenchman, the German, the Irishman thé Mexican, the Scotchman, the Swede, and I don’t know how many other nations, and although American citizens and loyal to the Government and degerying of all they receive, yet there is a difference of temperament, to say.the least, and possibly early ideas that are often hard to harmonize. I do not wonder that the sessions of the House are a regular Pandemonium, and that it requires five official ‘reporters to give an intelligent account of its proceedings. Last winter there was a stranger here from New Hampshire. He took his seat in the gallery, and tried hard to keep run of the proceed ings, but soon became bewildered. Turning to the gentleman on his right, he inquired what bill was up “They are discussing, sir, the Army appropriation.”” -He watched and waited, and. not being fully satisfied, made the same inquiry of a gentleman on his left. ‘‘They are making a fight on the River and Harbor bill,’’ was the laconic and positive response. Our New Hampshire friend waited another hour in wonderland and finally leit, but in passing out inquired of the “messenger who attended the door, what bill was up? ‘‘An appropriation, Sir, for new war vessels.”’ I don’t wonder that strangers get confused; some members doto that extent that they can hardly find their way home at the close of a day’s session. The Republican members of the House held their caucus Saturday afternoon, and re-elected Cannon, of Tllino’s, for Chairman for this Congress. They then nominated Reed, of Maine, for Speaker; McPherson, of Pennsylvania, for Clerk; Gen. Fitch, of Ohio, for Doorkeeper; Don Shepard of Illinois, for Sergeant at Arms, und full vote thé, Republicans will have a . majority of tw yo—a narrow margin, . but enough to. prevent pernicious legislation. It may be a matter of interest to your local readers to know thatit is the general opinion here that Judge A. B. Dibble of Grass Valley will be appointed Receiver of the Land Office at Sacramento. Isbell died from an over dose of laudanum at San Bernardino. The streets of Napa were lighted by electricity for the first time Saturday night. Miss May Keating of Sacramento suicided on account of the death her mother. Henry George.Says he will not run for President. He says his party is for free trade. Four miners were killed at wy ilkesbarre, Penn., and several others severely injured: The family of Michael Harris, was burned to death near WessingtotD T., on Saturday night. Six Mormons have arrived at the Salt Lake Penitentiary, having been . convicted of unlawful cohabitation. The nine-year-old son of Dr. Saul, of . Ed Cecil of Chico wal ked through a skylight in his sleep Saturday «night r.ceiving other injuries. James Kies of Placerville, while out hunting, was mortally wounded by falling in such a manner that a-charge of shot was lodged in his brain. James O’Connell, the stage manager, was struck dead by an electric current while ringing dowa the curtain of Robinson’s Theater at Cincinnati. A Paso del Norte saloon-keeper set up the wine to his friends on hearing of the murder of Sydney Shaw Eady, who once, a3 be claims, grievously traduced hiin. Ou Saturday night the citizens of Truckee celebrated the anniversary of the Chinese boycott. -The thermometer was 14 degrees Uelow freezing, but a large torchlight . procession ‘paraded the streets and countermarched on the ruined site of old Chinatown. Carlisle had no opposition for Speaker, and made a nice little speech in recognition of the honor conferred. Breckenridge, of Arkansas, and Blount, of Georgia, to make the scene really democratic, got into an altercation, fired at each other several undignified epithets, then whack! whack! went the blows. Breckenridge’s nose bled profusely. Blount, seeing his victory, and encouraged with the scent of fresh blood, proposed to completely annihilate his democratic colleague, but there were a few sober heads present who interposed and stopped the quarrel.
