erans’ Affairs, urged Californians today to vote for proposi.

Foley pointed out that for some time the state has beer:
guilty of housing people in state institutions under condition:
that were not healthy to say the least and in some cases the .
state was guilty of direct violation of the public health ruling .

“Californians have been guilty,”’ Foley said, ~ of hous.

to accept conditions as they were until money was available

show that they have a heart by voting yes on these propositions.”

will supply money for improving state hospitals in California .

result in an impetus to the building trades.

at 5 percent. Riley and other state financial leaders believe it
would save the state millions of dollars.
Proposition No. 3 would allow a state authority to build
a dam in Rector Canyon, Napa County, to impound water for

from the federal government with revenue bonds as security.
Water users would pay for the bonds and the dam eventually
would become state property without cost to the taxpayers,
Foley pointed out.
