THE NEVADA CITY NUGGET FRIDAY, JULY 5, '1935. Always, when mid-year rools around, men pause for a glance backward. Even as. the fireworks of the Fourth are in the air, reports of how we have fared in the first six months of . 1935 are pouring in. And evidence is amassing that California, for one, has sailed across the half-way mark under full canvas in a spanking breeze. levels considerably above those of a year ago. Building activity in the Golden State has struck a swifter pace than in sev-. eral years. In construction, as well as in farm income, California is out in front of the parade of states. Retai) sales are likewise better than elsewhere in the nation. And corporate earnings of most California firms are running substantially ahead of those for the first half of last year. Lumped together, these things all mean that we have paced off a long stride on the difficult road toward recovery. The glance backward at mid-year of 1935 has turned out to be the pause that refreshes, for California. Sales Tax Test humorous. We have always known it wa§& unconstitutional to tax certain things. Municipal bonds, for example. But this is prob. ably the first timme anyone ever claimed it in > organization California. i (Contributed ) And now it appears that someone is going to challenge the constitutionality of exempting essential foodstuffs from the sales tax in California. This is a new one. If it were not for the fact that it involves tragic possibilities, the charge would even be a little NOT to tax any particular item. When the legislators exempted essential foodstuffs, they raised the tax on other products. If this exemption clause were proved uncox revert to the level of 2 per cent. bringing the suit are after. In the first place, exemption for essentials is what the' people want, and is their right. The “‘ability-to-pay’’ theory of taxation has long been accepted as the very bulwark of just: _ taxation. In the second place, California would face something of; a financial crisis if the old lower rate were restored. The ‘toss’ of expected revenue would be about $30,000,0 LADY BUG PROPERTY ‘ = 3 ce i Raymond Feagan of Nevada City} has taken a .
