aS FRIDAY, JULY 7, 1939. a me NEVADA CITY ‘MCBOYLE’S RACE STOCK COMING — TO THE FRONT Very few Nevada County people realize that there is a fine string of race. horses on the Loma Rica Rancho, the animals being pastured on the former’ Fred Conti dairy ranch northeast of Grass. Valley, They are the property of Errol MacBoyle, general manager of the Idaho-Maryland mines. ; : There are 18 brood mares on the ranch and plans are to increase the string to 25 mares. before long. There are ten spring colts all sired iby the two sires, Time Supply and Microphone, splendid animals who have made excellent records on the race tracks. Twelve yearlings on the rancho will go into training next month, the first work being to break them to ride. They will be quartered at Pleasanton near Livermore for their. first training. ‘There are a string of about 15 young race horses from the rancho at Englewood working out on the track. At Bay Meadows the MacBoyle horses were six times in the money out of eleven starts. Montecito, outstanding horse'of the group, won a $3,000 handicap at Santa Monica reeently. The MacBoyle racing stock have been on the tracks at Tanforan,’ Bay Meadows, near San Francisco; Inglewood and Santa Anita, near Los Angeles, and Del Mar the latter racing track owned by Bing Crosby, near San Diego. MacBoyle, while actively engaged in managing the IdahoMaryland Mines, manages to visit each track during the racing season. Per capita bonded pndsa debt for the local governmental units in Nevada county averaged $26.37 for the year ending June 30, 1938, according to a study of the bonded debt in California counties, recently completed by California Taxpayers’ , Association. Bonded debt of the governmental subdivisions in the county totalled $456,278, the association stated. Of this, the bonded debt amounted to $303,500 for the school districts, and $73,400 for the municipalities in the county. Special and assessment districts reporting showed a total bonded indebtedness of $79,378. The bonded indebtedness shown does not include the county’s share of state and federal indebtedness. Per capita indebtedness ‘in ,the counties ranged from nothing in Mono county to a per capita of $158,05 in Los Angeles county, the association found. The ten counties showing the lowest bonded debt per capita were ‘Mono (none); Alpine, 83 cents; Plumas, $1.69; Amador, $4,67; Tuolumne, $9.68; San Benito, $13,59; Siskiyou, $14.59; Kern, $15.21; Calaveras, $15.21; and Trinity $15.71. The ‘ten counties in which the highest bonded indebtedness per capita was found were: Los Angeles $158.05; Sacramento $105.60; San Luis Obispo, $84.48; Orange, $82.95; Riverside, $76.54; Fresno, $70.53; San Joaquin, $69.70; and Alameda $65.89, the association stated. San Francisco, a combined city and county government, was not included in the study, the association pointed out, stating that, in addition, many irrigation, reclamation, water, c., districts debts, not having been reported, are not included. Urging close scrutiny of every proposed bond issue,. the association said: ‘“‘Bonded indebtedness is directly controllable by the voters, for it is by their vote that such indebtedness is incurred, Such debt is gradually reduced each yearsthrough redemption payments — it can. be held down by defeat of unnecessary proposals.’’ TAXI PLANE SAVES (Charles Rinde, *mining engineer . now employed in making surveys in the vicinity of Camptonville, arrived ‘from Camptonville at the Nevada City airport at 12 o’clock one day last weék.’He engaged a taxi plane for a flight to Lodi where he had business to transact. Counters, booths and equipment are all of the latest DOERR” BILL PENDING TO ADMIT 20,000 GERMAN KIDDIES One of the most interesting--and humane pieces of legislation proposed before Congress since the Civil War the Wagner-Rogers Bill (S. J. Res. 64 and H. J. R. 168) will bid for final consideration in Washington within a few days. Endorsed by leading citizens and organizations of the nation the bill still needs the expressions of press and public to assure its proper consideration by a Congress. The Wagner-Rogers bill requires no appropriation, places no. burden upon government but requires concessions in existant immigration laws permitting a maximum of
20,000 German refugee children of all sects and creeds, 14 years of age, or under, to enter the United States within two years after the bill becomes a law. Rallying to the support of the Wagner-Rogers measure, a national organization comprising several hundred leaders in civic, industrial, church and education] affairs, the Non-Sectarian Committee for German Refugee Children, has provided factual material from government records that tends to show the adoption by America of 20,000: friendless ‘children as a national benefit as well as humanitarian undertaking. That America with 136,000,000 persons can easily absorb 20,000 children without a strain seems unquestionable. These German refugee children: cannot take the places of Am'ericans in industry because labor laws prevent it, ‘Moreover by the very promising of the new bill they cannot be admitted to the United States unless their support is guaranteed: Far more than 20,000 Americans Stand ready to offer these children whose future, at the moment, promises little save fear, want and bitterness, tender parental affection and support until they reach their majority and create their own place in the hew world by their own talents and energies. ‘Both the American Federation of Labor and the Congress of Industrial Organizations, best fitted to raise objections, have endorsed the WagnerRogers bill. The California state legislature has also endorsed the measure. Various church, fraternal, civic and educational groups have endorsed the bill telegraphing and writing senators and congressmen to support the measure. Others are being urged to do so at once by citnzens who have investigated government records and found the presentations of the Non. ful, Records disprove the common belief. that the United States is still acDuring the past six years, records show, more people have emigrated from the United States. than have immigrated to this country.
