Transatlantic press wires tell us that the Soviet Union is},
formulating a third Five Year Plan. The first decade of planned industrialization, it seems, fell somewhat short.of Marxian expectations. But Russia’s industrial leaders now proclaim that the new Five Year Plan will surely “overtake and
surpass America.”
That is quite a large order, as idea by Soviet scouts
who visit the United States and return home with the report
that American labor efficiency is two or three times higher
