The following letter has been received by the Nevada City Nugget
from Harry L. Englebright, Congresman from this district and resident
of Nevada City, explaining the Farm
Credit Administration:

Through the many inquires addressed to me, it is evident that
there is widespread misundersianding as to the scope of tne functions
that have been assumed by the Farm
Credit Administration. In order that
you may be fully advised, I am here
briefly summarizing its make up.
Under an Executive Grder of
Mareh 27, 1933, which order became effective on May 27th, the following existing agencies of the Federal Government, having to do solely ‘with farm credits, were consoli_
dated into a single
tration.
CONSOLIDATED FUNCTIONS
1. The Federal Farm Board,
Which administers the Agricuitural
Marketing Act, making loans to farmers’ cooperative organizations
effective merchandising
purposes.
2. The Federal Farm. Loan Bnreau, which supervises the operations
of, the Federal Land Banks and the
Federal Intermediate Credit Banks.
3. That portion of the functions of
the Reconstruction
Finance
ration which has to do with

4. The Crop Production Loan Office and the Seed Loan Office of the

TWO BOARDS ABOLISHED
The Federal Farm Board and the.
Federal Farm Loan Board were both
abolished by the order, but the chairman of the Federal Farm -Loan
Board was continued in’ office as
Governor of the. Farm Credit Administration and the Farm Loan Commissioner, a member of the Federal
Farm Loan Board, was continued in
office subject to the jurisdiction of
the Governor of the Farm Credit Administration.
It should be noted that no ‘new
function was created by the Execufor

ACTIVITIES OUTLINED
For your further information permit me to review the activities that
Will be carried on by the various di_
visions of the Farm Credit Administration.
1. Mortgage Loans on Farm Property. These are made by the twelve
Federal Land Banks, under the
terms of the Farm Loan Act as amended, including the amendments
made by. the EmergencyEFarm
gage Act of 1933 and the rules and
regulations heretofore prescribed by
ihe Federal Farm Loan Board and
heieafter by the Governcr of the
Farm Credit Administration. These
‘izst mortgage loans are made either
through National Farm Loan Assocations, or directly by the banks.
2. Crop Loans, as heretofore administered by thc Crop Preduction
Loan Division of the Department of
Agriculture.
‘These loans are limited by regu.
lation to $300 each and are granted
merely to provide minimum expense
of putting in a crop where no other
resource are available, and the security taken is generally a crop lien.
3. Direct Refinancing and Pro:
duction Loans of the Regional Agricultural Credit Corporations.
EMERGENCY LOANS
These are in larger amounis than
the loans desscribed in Paragrapn 2,
but are also a temporary and emergency character, generally maturing
in one year. -The security taken is
varied and may include warehouse
receipts and mortgages on chattels
as well as lands. Applications
handled by any one of the twelve
regional corporations or their branches, of which there are twenty-one.
4. Marketing and Facility Loans
to Farmers’ Cooperatives. These are
now handled by the Cooperative Division of Farm Credit Administra_
tion, which is the successor to the
functions of the Federal Farm Board
under the Agricultural Marketing
Act. Later it is proposed to decentralize this activity by setting up cooperative banks in-each one of the
twelve Federal Land Bank districts.

Continuation of California’s highway
building program during first
five months of the year provided for
the expenditure of more titan $16,000,000 on new and earry-vver projects, records of the state division of
highways reveal.

The item of new construction and
reconstruction totaled $5,075,700;
maintenance, $2,209,000, and the
fund to complete work carried over
from 1932, $8,673,000.

FEDERALS NAB ’LEGGERS
SELLING TO C. C. C. CAMPS
Two alleged booze sellers
made the mistake of selling
alleged whiskey to the men in the
C.€. C. camp at Bloomfield, were
arrested and whisked off to Sacramento last week. The two men, Roy
Shinkard, and Leo Smith, were nabbed by Federal officers, following
investigation of a complaint by the
camp officials.
Two ‘cooks returning from a. trip
up-the road from the camp were in
such inebriated condition they were
unable to function in the kitchen.
Federal officers called in to. solve
the mystery were easily able to purchase booze, not only drinks but a
pint flask of Whiskey from the unsuspecting suspects. Arrests followed promptly.
