os STATE GOV. WILL BE HALF BILLION By RALPH. H. TAYLOR California’s state expenditures for the coming two years, as approved by the 1937 legislature, will total nearly half a billion dollars—equalling the combined charities and philanthropies of the late John D. Rockefeller, most prodigious giver in the world’s history. during his entire life time. A caluculating’ machine total of budgeted expenditures for the ens ing biennium cannot be run off until the conclusion of Govrenor Merriam’s bill-signing period, which ends on July 2. as only the governor knows the exact amount of special. appropriations which will win final<approval. But the state budget, voted, signed and approved, totals $438,000,000. In addition, there are $45.000,000 worth of. special appropriations awaiting action on the executive desk. Best indications are that the governor will wield the economy axe on many of the speciah appropriation. measures, but that atleast several million dollars worth of neeessary.appropriations will be given executive approval. Despite the mounting expenditure roll, the legislature,made only minor changes in the state’s tax structure, levying no new taxes or revenue importance and voting down a majority of the proposed exemptions and reductions in existing taxes. Briefly, new tax enactments provide as follows: : Tax of 3 cents per gallon on Diesel fuel oil. Provision for a ten per cent income tax deduction for earned. income (similar to the federal provision). Continuation of the ‘in lieu’ tax on automobiles. : Spbmission to the people of a constitutional amendment (sponsored by the auto clubs) to prohibit diversion of gas tax revenues from highway uses, Major tax changes on which the legislature turned ‘thumbs down” included: Reduction of the sales*tax. ® Exemption of restaurant food from the sales tax. Reduction of income tax in higher brackets. Substitution of a gross income tax (or gross transaction tax) for present tax system. Several severance tax proposals, “nuisance taxes,” etc. Creation of a central tax collecting agency. Although the record breaking expenditure total may seem excessive to the average taxpayer, it could have been much worse—recalling the spending trend which was all too evident.in January, particularly in the assembly, and comparing the total of special appropriation bills introduced with the total approved. In all, the special appropriations introdu:ced—-many called “pork barrel’ appropriations — aggregated nearly $150,000,000. Millions of dollars in extra appropriations which passed the assembly were killed in the senate, whose members, on the whole, were more responsive to “farmers, home owners and other taxpaying groups. And other millions in threatened expenditures, including the scheme to boost the old age pension from $35 to $50 per month, finally lost favor in the lower house under the pressure of an aroused public opinion. °° Normal] revenue sources, due to the mounting income resulting from improved business conditions, are expected to defray the huge outlay scheduled for the coming two years NEVADA CITY NUGGET es 2 .
