Pied Pipers
-The Pied Piper of the fairy tale sweetly piped away all
the rats from the city of Hamlin. Then because the city
council refused to pay the fee they had promised for this service he revengefully trilled an even more seductive tune on
his pipe*and led away all the children from the village.
Today there are at least four major Pied Pipers, playing
enchanting melodies to four different nations. But since they
play for the entertainment, the “drawing away” of the people
each in his own country, the world result is a discord. In
Russia, Stanlin pipes, and 160 million people dance and follow him. .
In Italy it is Mussolini, and in Germany Hitler, who
fingers the stops and leads on the Teutons. In this country,
Congress, with the great majority of Americans approving,
fave confered upon Roosevelt the powers of a dictator. In
jo case of course does any dictator hold his office without
hnction from the people, though in Russia and in Italy—yes
_argdtn Germany, we suspect there is a large minority of critics,
who fear these Pied Pipers will, after ridding the community
rats, will also lead away the children. Or to use a homely
metaphor, throw out the baby with the bath.
And here is the real danger of Pied Pipers ‘and of dictaDictators appear historicall in all periods of the .world
* convulsion. Some one man must be chosen to think and act
for the millions. The people must be lead out of the wilderness of their ills by a Pied Piper. For the modern Piper prefers to lead the people from their vast distress, rather than to
pipe away the distress, typified by the rats. .
But will the millions thus served know when they will
have been well served, know when it is time to keep their
implied promise, pay off the Pied Piper, dismiss him, and return again to normal, or at least what for a better word,
we term the normal. Or will he, having once tasted power,
having once become entranced by his own tune, continue to
pipe, continue to lead his millions, and, this time to greater
dangers and greater ills than they have escaped.
The great danger is the great discord of four major dictators each piping a nationalistic tune. The discord of words
and wills at the London Conference, for instance, may lead
to the cruel discord of war,.. mar
There are two kinds of leadership in the world. One the
exemplary, in which an individual solves his own problems,
lives within his own confines, is self contained and content
fo take the best of what he has, without envy and without
emulation of his wealthier and more. powerful neighbors. He, !
by his example, gives others a thought toward following the
road to contentment. _It is potent leadership pointing: the
way toward peace and friendship.
The other . eadership is the aspiring leadership that reaches ever outward to convince those who differ,. to move the!
multitude,-to wave flags, to hurl denunciations, appeals, and
prayers over the loud speaker, to bluster in black headlines, to
so-erce, to sound he alarum,’ and move the brave and the
houghtess to action. In short, to lead, even though it be to
var.
tors.
The United States, if the London conferencee should fail,
and at the moment here is every indicaion. that it will, will
have but one course to pursue. Call it isolationist, if you
will, but that course will be the logical course after the bitter
lesson of the World War and the present depression.
Let us keep to our boundaries, cultivate our own fields,
trade with our own neighbors on our. own. terms.or.not.at.all,.
keep the peace, our own peace, by force, if necessary, and let
the world wag as it will. Let us set our house in order and .
cultivate those virtues that make for strength and sound
character, as individuals and as a nation.
Thus will we lead the world, not by force nor trumpets,
but by example. Let us remain aloof from all world contentions, all world wars, and let us refuse to help any nation
ta make wars. Thus we shall preserve our own country and
keep our rich inheritance for our children.

An ordinance providing for licensing. and regulating peddlers, haw_
kers, and other transitory occupations and providing penalty for violations.
The Board of ‘Supervisors of the
County of Nevada, State of California, do ordain as follows:
LICENSE REQUIRED
Section 1. It shall be unlawful for
‘any person, Whether as principal or
agent, clerk or employee, either for
himself, or as a member of a partnership, or as an officer of any corporation, or otherwise, to commence
or catry on any trade, calling, or
occupation in this ordinance spdtified in the County of Nevada, with
out first having procured a license
from the said County so to do, or
without complying with any and all
regulations of such _ trade, calling
or occupation, contained in this ordinance.
ISSUANCE AND TERM
Section -2. It shall be the duty of
the Tax Collector. of Nevada County
to prepare and issue a license under
this ordinance for every person, partnershiv, firm, association or corporation liable to pay a license hereunder, and to state in each license the
amount thereof, the period of time
covered thereby, the name of the
person, partnership, firm, association or corporation to whom issued,
the trade, or occupation licensed and
the location (if any) or place of
business where such trade, calling
or occupation is to be carried on.
TRANSFER ;
Section 3. (a) No license granted
or issued under any provision of this
ordinance shall be in any manner
transferred or assigned.

FEE. PAYMENT
Section 3. All licenses’ shall be
paid in advance in lawful money of
the United States, et the office of
the Tax Collector of Nevada County
in Nevada City, California.
Provided, however, thdt the li_
censes required to be paid by the
provisions of this ordinance shall be
due and payable from and after the
18th day of July; 19338.

party obtaining it to carry on, pursue or conduct only that trade, calling or occupation described in such
license, and only at the location or
place of business which is indicated

upon any business, trade, or aecupation, and the number’ of persons
emplyoyed is made the basis for fixing the amount of such license, a
trade, calling or occupation is carried on, based upon the number of
persons emploved in such ‘branch
establishment or separate place of
business. ,
The quarterly license in this ordinance provided shall be due and
payable to the County of Nevada on
and October and all such licenses
shall expire with the last five days
in March, June, Septemebr and December of each year. The daily lficense in this ordinance provided
shall be due and payable to the
County of Nevada each day in advance.
Section 4. Every person, partnership, firm, association or corporation having a license under the pro_
visions of this ordinance and carry=ing on a trade, calling or occupation at a fixed place of business,
shall keep such license posted ana
exhibited while in force, in some
conspicuous part of said place of
business. ‘Every person having such
a license, and not having a fixed
place of business, shall carry such license with him at all times while
carrying on the trade, calling or
oecupation-for-whieh the sale Was
granted. Every person, partnership,
firm, association or corporation having a license under the provisions
of this ordinance shall produee and
exhibit the same when applying for
a renewal thereof, and whenever
requested to: do so by any peace officer, or by any officer authorized
to issue,.inspect or collect licenses.
~ Section 4a. In all cases of renewal of licenses, the fees therefor
shall be paid before the expiration
of the expiring license, and, in the
event of failure to make such payment within such time, the County
Tax Collector shall. add the: following Penalties to the fee for such renewal, to-wit: ‘
10 per cent on all licenses if not
paid within five (5) days after the
first day on which such license may
become due.
Said penalty shall be a charge
upon and collectable at the time or
issuance of such license from the
person conducting the business and
liable for such license in accordance
with this ordinance.
Section 5. The amount of any
license imposed by this ordinance
shall be deemed a debt to the
County of Nevada; and any such

Section 10. For every person,
partnership, firm, association or
corporation engaged in the business
or occupation of an itinerant vender,
$1.00 per day, payable in advance
for the period of time said business
or occupation is contemplated.
The words ‘itinerant. vender”
shall be construed to mean all persons, both principal and agent,partnership, firm, association or .corporation, Who engage in a temporary
and transient business in the County ‘of Nevada selling goods, .wares
or merchandise, for a period of not
more than ninety days and who for
the purpose of carrying on such business, hire, leases or occupies any
room, building, tent or structure for
the exhibition or sale of such goods,
wares or merchandise, and the person, partnership, firm, association,
'or corporation so engaged shall not
. be relieved. from the provisions of
‘this section by reason of associating
temporarily with any local dealer,
' trader, merchant or auctioneer, or
. by conducting such temporary or
transient business in connection
; with, or as a part of} or in the name
,of any local dealer, trader, mer‘chant or. auctioneer.

' Section 11. Definitions. A ‘‘ped. dler,”’ within the meaning of this
